Explanation:

On July 7, 2021, the City adopted the One-Year Action Plan and projected use of Community Development Block Grant (“CDBG”) and HOME Investment Partnerships Program (“HOME”) funds for FY 2021-2022, as per Resolution No. R-2021-186.

 

On March 11, 2021, President Biden signed the American Rescue Plan (“ARP”) into law, which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, state and local governments, individuals, and businesses.

 

On April 8, 2021, the United States Department of Housing and Urban Development (“HUD”) allocated HOME-ARP funds to 651 entitlement grantees using the HOME formula established at 24 CFR 92.50 and 92.60. 

 

These funds must be used for qualifying individuals or families with the following criteria: homeless; at-risk of homelessness; fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; other populations where providing assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability; and veterans and families that include a veteran family member that meet one of the preceding criteria.

 

These activities include acquisition and development of non-congregate shelter, tenant based rental assistance, McKinney-Vento Supportive Services, homelessness prevention services, housing counseling services and HOME-ARP affordable rental housing development.

 

On April 28, 2021, the City was allocated FY 2021 HOME-ARP funds in the amount of $1,915,134.00.

 

On March 1, 2023, the City Commission approved the proposed amendment to the Fiscal Year 2021-2022 Annual Action Plan for the on-time allocation of ARP grant funds and to submit the amended Action Plan to HUD for final approval and funds for the provision of supportive services to be distributed as follows:

 

McKinney-Vento Supportive Services,

Homelessness Prevention Services, and

Housing Counseling Services:                                                                                                               $1,436,350.50

Non-profit Capacity Building:                                                                                                               $95,756.70

Non-profit Operating:                                                                                                                                    $95,756.70

Administration:                                                                                                                                                         $287,270.10                     

 

In accordance with the ARP plan, funding in the amount of $1,627,863.90 shall be provided to qualified subrecipients for the administration of services, non-profit operation, and non-profit capacity building.

 

In accordance with the ARP plan, the City and HUD approved, the City will retain $287,270.10 to provide full administration and oversight of activities carried out by subrecipients.

 

The Community Development Division has identified the Taskforce Fore Ending Homelessness, Inc., Miami Rescue Mission, Inc. D/B/A Broward Outreach Centers, Women in Distress, Inc., and other qualified agencies, hereinafter referred to as subrecipients, to have the requisite staffing infrastructure and experience to adhere to the regulatory requirements of the ARP Program.

 

Qualified non-profit organizations will be completely vetted, and the funding will be reimbursed to the respective non-profit upon receipt of required documentation such as proof of services (i.e. child care costs, education services, employment assistance, housing search and counseling, move-in assistance, case management, outreach services, mental health treatment, substance abuse treatment, legal services, food, transportation, and other eligible services) employee timesheets, and other proof of eligible expenses.

 

To expedite the implementation of the ARP programs, the Community Development Division is seeking authorization to enter into agreements with qualified agencies as reviewed and recommended by City staff and for the City Manager execute the agreements with the subrecipients.

 

This resolution requires a 5/7 vote of the total commission to approve.

 

 

Fiscal Impact:

Funding for the HOME-ARP programs is available in the FY 2024 Operating Budget in account numbers 115.160201.55400.580013.001666.000.000, 115.160201.55400.580014.001666.000.000, and

115.160201.55400.580015.001666.000.000.
