Staff Recommends:  Approval of the attached Resolution.
 
 
Explanation:
The areas surrounding North Lake have experienced flooding due to spring tide inflows throughout the years.
 
In an effort to minimize the tidal inflows bubbling up through the stormwater system in this area, the City of Hollywood is planning the design and installation of tidal control gates at outfalls which serve the lower lying drainage inlets in the area.
 
The next phase in the continued efforts to improve the tidal inflow problems in the North Lake area is to perform a comprehensive evaluation of the drainage outfalls in the neighborhood in order to confirm that these outfall culverts are suitable to install the control gate structures.
 
The Department of Public Utilities staff prepared the project scope, technical specifications, and construction documents.
 
On August 4, 2014, the Department of Public Utilities staff advertised the project soliciting qualified construction services, and on September 4, 2014, two (2) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, the Department of Public Utilities staff determined that All  Liquid Environmental Services, LLC d/b/a Johnson Environmental Services is the lowest responsible and responsive bidder.
 
A Notice of Intent to Award related to the project was posted on the City website, in DemandStar, and was sent via email on September 9, 2014 to all the bidders.
 
The posting of the Notice of Intent to Award resulted in no bid protest.
 
The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between All  Liquid Environmental Services, LLC d/b/a Johnson Environmental Services and the City of Hollywood for construction services related to the North Lake Stormwater Outfall Cleaning and Video Inspection Project, located at various stormwater outfalls into North Lake and the Intracoastal Waterway, in the lump sum amount of $137,889.00.
 
Funding for small drainage projects was approved by Resolution No. R-2011-284.
 
Funding is available in account number 43.4000.05223.538.006301.
 
The estimated construction time for this project is two (2) months.
