Explanation:
The City’s Department of Public Utilities (“Department”) manages the Southern Regional Wastewater Treatment Plant, which provides wastewater treatment services for the surrounding area. In 2023, the City hired PSC-Cardinal Contractors, Inc. to perform several urgent repairs at the plant. These repairs required immediate attention and were authorized for an amount up to $10,849,710.00.
Since that time, several extensions have been approved because the work has taken longer than expected, and additional urgent repair needs have been identified that can be completed with the remaining funds.
The Department now seeks to extend the contract with PSC-Cardinal Contractors, Inc. for an additional year. This extra time is necessary to complete important repairs required under a state Consent Order and to address other urgent issues identified by plant staff. One major item includes replacing the mechanism in Grit Chamber No. 1, which has a long manufacturing and delivery lead time.
The Department Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the appropriate City officials to execute Change Order No.7 with PSC-Cardinal Contractors, Inc. to extend the project duration by an additional 365 days.
Fiscal Impact:
Approval of this item will not fiscally impact the City as this change order impacts the number of days for project completion and utilization of previously budgeted contract funds which results in no additional cost to the city.
Department staff will manage this project. No additional staff is needed as a result of this change order.
