Explanation:

The City, under various statutory provisions and the City Code of Ordinances, may set and collect fees for the cost of providing various public services to residents, businesses, and visitors. 

 

On January 20, 2021, the City adopted R-2021-002, creating a Comprehensive Schedule of Fees, in an effort to set forth all fees established by the City in one document, in order to increase transparency and use for the general public, to provide for a more organized method for the review and revision of fees during the annual budget process and to facilitate a more easily accessible history of the status of the various fees of the City.

 

During the process of establishing the Comprehensive Schedule of Fees for a given year, City Departments and Offices have an opportunity to review existing fees and analyze the cost of administering various programs and services.  As a result of this review, several Departments and Offices would like to enact new fees and amend some of the existing fees.

 

Fees subject to the Consumer Price Index were increased by 6.36% for FY 2023 calculated as of February 2022 as compared to June 2021 (the period used in the last update). The abbreviated period used in this instance anticipates the timing of the next Comprehensive Schedule of Fees which will occur in the spring of 2023 using the Consumer Price Index of February 2023 to better align with the budgeting process cycle for FY 2024.

 

A highlight of the proposed changes are described below (with corresponding page numbers to the Comprehensive Schedule of Fees). A detail of the changes are referenced in the FY 2023 Proposed Schedule of Fees

 

1.                     New Fees

Department of Development Services - Engineering, Transportation, and Mobility: Establish a fee for each additional plan review fee after the second plan review and revision to a permit after issuance to offset operational costs associated with the cost of providing these specific services. (Page 8) Inclusion of Citywide Impact Fees. (Pages 10-11)

 

Department of Financial Services: Establish a multiple unit/water meter charge for extensive lien searches to offset operational costs associated with the cost of providing these specific services. (Page 12).

 

Department of Fire-Rescue & Beach Safety: Add two additional permit fees based on the cost of providing these specific services (Page 17).

 

Department of Parks, Recreation & Cultural Arts: Establish a fee for the cost of additional consumables and services offered at the Marina. (Page 20).

 

Department of Police - Parking Division: Establish a Construction Parking Permit to offset operational costs (Pages 28). 

 

2.                     Updated Fees

Office of the City Clerk: Include the updated amount for the Lobbyist Annual Disclosure Statement Late Filing Penalty (Page 1).

 

Department of Development Services - Planning & Urban Design: An increase in various fees based on the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 6.36% to offset operational costs. These fees increase annually based on the CPI-U. (Pages 2-3).

 

Department of Development Services - Engineering, Transportation, and Mobility: An increase in various fees based on associated costs and the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 6.36% to offset operational costs. These fees increase annually based on the CPI-U. (Pages 8-9).

 

Department of Financial Services:  An increase in various fees based on the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 6.36% to offset operational costs. An increase to Non-owner occupied Vacation Rental License fees. An increase in some vacation rental inspection fees to offset operational costs. An increase in vacation rental administrative citation fees. (Page 12-13).

 

Department of Parks, Recreation & Cultural Arts: An update to include a few fees omitted from the current schedule, an increase in fees based on market demand, and the Consumer Price Index - All Urban Consumers (CPI-U) for the Miami-Fort Lauderdale-West Palm Beach region at 6.36% to offset operational costs. (Page 18-20).

 

Department of Police - Parking Division: Updates to several of the Parking Division fees to offset operational costs (Pages 27-28).

 

Department of Public Utilities: An increase in various water and sewer charges based on adopted rate study (Pages 30-35).

 

Department of Public Works: An increase to single and multi-family garbage collection monthly fees (Pages 36).

 

 

Fiscal Impact: 

The proposed fee changes will go into effect immediately following the approval of this Resolution.  Cost estimates for all proposed fee increases are based on an analysis prepared by the respective Departments and Offices.  Finance staff have determined that the proposed fee changes are reasonable for the provision of the services provided. Please note that the Comprehensive Schedule of Fees does not include City taxes.
