Explanation:
The 2007/2008 Wastewater System Master Plan identified the need to meet new regulatory requirements related to House Bill 7139 and Senate Bill 1302, also referred to as the Ocean Outfall Rule Change.
On August 28, 2019, the City Commission passed and adopted Resolution No. R-2019-246 which authorized the appropriate City officials to execute a contract with Youngquist Brothers, Inc. in the amount of $39,939,939.00 for the drilling of the Deep Injection Wells No. 3 and No. 4 at the SRWWTP.
The Department of Public Utilities followed the procedures set forth in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” (“CCNA”), and the City’s Purchasing Ordinance to advertise for statement of qualifications for construction administration services during drilling of the Deep Injection Wells No. 3 and No. 4 project.
On August 6, 2019, the Office of the City Clerk and the Department of Public Utilities received statement of qualification packages from three consulting engineering firms.
The Department of Public Utilities assembled a selection committee composed of City of Hollywood employees including: Luis Lopez, P.E., City Engineer; Coy Mathis, Public Utilities Manager; Clece Aurelus, P.E., Engineering Support Services Manager; Feng Jiang, P.E., Senior Project Manager; and Wilhelmina Montero, P.E., Project Manager.
On August 26, 2019, members of the selection committee met for the first time to evaluate and to rank the statements of qualifications.
On September 16, 2019, members of the selection committee conducted oral interviews with the remaining two firms.
The selection committee completed the evaluation process and ranked the firms based upon the stipulated guidelines/criteria in the statement of qualifications package as follows:

The Department of Public Utilities recommends that the City Commission authorizes the appropriate City officials to negotiate and execute the attached professional engineering consultant services agreement with the highest ranked firm to provide construction administration services for the Drilling of Deep Injection Wells No. 3 and No. 4 at the SRWWTP.
