Explanation:
The Police Department requires school crossing guards services throughout the year and for the summer school session.
This service is required to aide children in crossing busy intersections near school locations and for crossing guards to protect the safety and welfare of our children.
There are fifty-nine (59) crossing guards located throughout the City, and each guard is required to be at their assigned location for an hour and a half (1 ½) each morning, and one (1) hour each afternoon, for approximately thirty-six weeks (36) per year.
On June 23, 2016, Notices of Availability for RFP-4516-16-JE was posted on the City’s Website, advertised and sent to 738 firms on Bidsync.com in accordance with the City's Purchasing Ordinance.
RFP-4516-16-JE was opened at 3:00 P.M. on July 22, 2016, and resulted in responses from four (4) firms as follows:

Fort Lauderdale, FL.
• American Guard Services
Carson, CA.
• Kemp Group International Corp.
Miramar, FL.
• The Butler Group of South Florida, d/b/a Nextaff
Lauderhill, FL.
Evaluation of the proposals was based on the following criteria as established in the RFP: Understanding the overall needs of the City; Experience/Qualifications/References; Scope of Services; Cost to the City and Local Preference.
On August 18, 2016, the Evaluation Committee consisting of Hollywood Police staff met and ranked the proposals received as follows:
• Kemp Group International Corporation 300 points
• The Butler Group d/b/a Nextaff 255 points
• Staffing Connection/Action Labor 240 points
• American Guard Services 150 points
The Chief of Police and the Contract Compliance Officer recommend that the City Commission approve the issuance of the attached Blanket Purchase Order between Kemp Group International Corporation and the City of Hollywood for School Crossing Guard Services for a three (3) year period with the right to renew for two (2) additional one (1) year periods subject to vendor acceptance, satisfactory performance and the determination that renewal will be in the best interest of the City for an estimated annual expenditure of $394,095.00.
As part of the RFP requirements, vendors were authorized to submit a Cost Proposal based on hourly rates for school crossing guards and Kemp Group International Corp. submitted the lowest cost per hourly rate, furthermore, the City will be receiving a 6% cost savings upon award of this contract.
Kemp Group International Corp. currently provides School Crossing Guard Services for several municipalities throughout Broward County.
Award is subject to the City receiving all insurance required and approved by the City’s Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City.
Funding has been provided in the Fiscal Year 2017 budget in the Contractual Services Account Number 01.2043.00000.521.003117 and will be provided for in subsequent fiscal years.
