Explanation:

Hollywood City Hall has experienced several security breaches during the past several years by unauthorized individuals who have attempted to access employee office areas. Vulnerabilities identified throughout City Hall by staff include outdated doors and windows in offices, aging elevators in which the public can access the fourth-floor executive offices, and a City Commission chamber without adequate security apparatus for elected officials. While adding a roving security guard at City Hall to complement the existing three guards on the first floor has improved security throughout the building, vulnerabilities remain. Better security infrastructure is needed to help mitigate a threat to personnel inside the building.

 

City staff solicited an Invitation For Bid (“IFB”) in March 2024 for vendors with experience and expertise in installing bullet-resistant windows, doors, and other materials inside government buildings and/or financial institutions where bullet-resistant infrastructure is commonly installed. The IFB asked bidders to measure 27 locations at City Hall, as specified by City staff, where bullet-resistant windows, doors and related materials must or may be installed. Due to the high cost of installing bullet-resistant windows, doors and other materials at all 27 locations at City Hall, the City administration identified ten locations as being mandatory for the installation of bullet-resistant windows, doors, and other materials: the east and west entrances on the first floor, which along with the security guards will provide an additional layer of security screening and protection for the entire building; embedded protection in the City Commission dais, which will provide members of the Hollywood City Commission a protective shield; and at the entrances of the offices on the fourth floor, which have been subject to the presence of unauthorized individuals and do not currently have bullet resistant protection. Funding sources for the additional locations listed in the IFB will need to be identified in the future depending on the need and the type of bullet-resistant material appropriate for each location.

 

The bidders were asked to provide price estimates for each location based on three levels of bullet-resistant material as defined by Underwriters Laboratories.

 

The City received bids from the following vendors: Stone Concepts Miami Inc., Security Pro Systems, and Best Home Protection Windows and Doors Inc. Stone Concepts Miami Inc. submitted the lowest responsive bid of the three companies. However, City staff determined that Stone Concepts Miami Inc. was not a responsible bidder because it failed to meet at least two of the criteria stipulated in the IFB - failure to measure one of the required locations where bullet-resistant material must be installed, and failure to provide three examples of bullet resistant windows, doors and related material that had been installed at a government facility and/or financial institution. The next lowest bidder, Security Pro Systems, met all the criteria in the IFB. The price quote provided by the final bidder, Best Home Protection Windows and Doors Inc., was considerably higher than the other two bidders.

 

Security Pro Systems is based in Coral Springs. In partnership with its subcontractor and manufacturer, Total Security Solutions Inc. in Fowlerville, Michigan, the company has installed bullet-resistant windows, doors and other materials at more than 25,000 locations across the United States. Security Pro Systems’ clients include the Sun Credit Union in Hollywood and the Priority One Credit Union offices in Sunrise and Coral Springs. The company is currently under contract with Paradise Bank in Boca Raton to install a bullet-resistant entry door system at two walk-up teller locations. 

 

 

Fiscal Impact:

There is a companion resolution (budget amendment) that will allocate $165,000.00 in an account to be determined for the purchase of bullet-resistant windows, doors, and other materials at City Hall.
