Explanation:

It is in the best interest of the City to retain a consultant to provide Architecture/Engineering consulting and administrative services for the structural evaluation and rehabilitation of the Van Buren, Radius and Garfield Parking Garages. The City has followed the procedures set forth in Section 287.055, Florida Statutes, entitled “Consultants’ Competitive Negotiation Act” (“CCNA”) and the City’s Procurement Code to advertise for statements of qualifications for Architectural/Engineering consulting services.

 

On April 13, 2020, a Notice of Bid Availability for RFQ-4625-20-JE was posted on the City’s Website, advertised, sent to 22,312 firms and viewed by 66 vendors on Bidsync.com.

 

On June 11, 2020, RFP-4625-20-JE was opened at 3:00 P.M. and resulted in a response from 12 firms as follows:

The evaluation of the proposals was based on the criteria as follows: Firm Experience and Past Performance; Professional Licenses and Certifications; Organizational Chart and Key Personnel; References and Financial Capability.

 

The proposals were evaluated by three committee members consisting of the Parking Administrator, Assistant City Engineer and the Parking Operations Superintendent.

 

On October 8, 2020, members of the Selection Committee met in a publicly advertised meeting to evaluate the statement of qualifications and to short list the firms to be invited to present their qualifications for further consideration at an oral presentation. After the proposals were evaluated, the Evaluation Committee scores were tallied to arrive at the scores below:

Upon review of the statement of qualifications, the following three firms were ranked and selected based upon the published selection criteria, and invited to make oral presentations to present their qualifications to the Selection Committee on December 10, 2020. After the oral interviews, the resultant scores were compiled to arrive at the rankings, lowest score is the highest ranked as follows:

2.                     Desman                                                                                     5.0

3.                     Tim Haahs & Assoc.                                          9.0

 

The Chief of Police, Parking Administrator and the Assistant Director of Financial Services for Procurement recommend that the City Commission authorize the appropriate City officials to negotiate an Architecture/Engineering Professional Services Agreement with the highest-ranked consultant firm to be considered by the City Commission at a later date.

 

Fiscal Impact:

The contract cost is unknown until negotiations are finalized.  An agreement with terms of the contract will follow under a separate resolution and required funding will be determined at that time.
