Explanation:

The Department of Public Utilities (“Department”) operates the 55.5 million gallon per day Southern Regional Wastewater Treatment Plant (“SRWWTP”), which uses multiple processes to treat wastewater and produce high-quality effluent. The Department has identified the need of immediate maintenance work at SRWWTP.  This work is needed to restore operations to several different treatment processes.  The project includes replacement of sludge pumps and polymer dosing units at the sludge dewatering building, replacement of grit pumps and associated piping in the grit removal chambers, structural rehabilitation and replacement of sluice gates in the oxygenation train flow distribution box, replacement of leaking 36-inch influent piping to oxygenation train No. 4, and the replacement of five malfunctioning flow meters.

 

Department staff completed the project design in-house.  Notice of Bid Availability for Bid No. IFB-087-23-JJ was posted on OpenGov in accordance with Section 38.43(A) of the Procurement Code on May 10, 2023.  Bid No. IFB-087-23-JJ was electronically opened on June 21, 2023, with the following results:

Department and Office of Procurement staff thoroughly evaluated the submitted bid in accordance with Section 38.43(F) of the City’s Procurement Code, and after the evaluation, Cardinal Contractors, Inc. was determined to be the lowest responsive and responsible bidder.  On July 20, 2023, a Notice of Intent to Award related to the project was posted on the City’s website and on OpenGov and resulted in no bid protests.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283, which authorized the execution of continuing professional consulting engineering services contracts with four firms for a period of four years for SRWWTP projects, one of the firms being Brown and Caldwell.  On July 26, 2021, the continuing services contract with Brown and Caldwell was renewed for a two-year period, from October 26, 2021, through October 25, 2023.  New continuing professional consulting engineering services contracts with five firms for Water Treatment Plant and SRWWTP projects will be recommended for the City Commission's approval and execution, with one of the firms being Brown and Caldwell.

 

Department staff requested a proposal from Brown and Caldwell to provide construction administration services for the 2023 SRWWTP Maintenance Work.  After negotiation of project scope and cost, Department staff determined that the proposal is fair, reasonable, and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached contract with Cardinal Contractors, Inc. in an amount up to $10,849,710.00 for construction services for the SRWWTP Maintenance Work Project, and the attached authorization to proceed for work order number B&C 23-03 with Brown and Caldwell, in an amount up to $371,853.00 for construction administration services for this project.

 

Upon authorization from the City Commission, the project is estimated to be completed within one year of the issuance of the Notice to Proceed to the contractor.

 

Fiscal Impact

Funding for this project requires amending the approved FY 2023 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.

 

Department staff will manage this project.  No additional staff is needed as a result of this project.
