Explanation:
The Public Utilities Department (“Department”) owns and maintains a complex stormwater system that includes thousands of catch basins, miles of drainage pipes and exfiltration trenches, outfalls, swales, retaining ponds, and ten stormwater pump stations within the City’s corporate limits. The Department plans, improves, maintains, operates, and repairs this system to safeguard public health and safety.
A Stormwater Master Plan (“SWMP”) is necessary to: effectively comply with regulatory requirements at federal, state, county, and local levels; address sea level rise and storm surge concerns; provide a high level of service to residents; accommodate growth and economic development; and protect public health, safety, and the environment. The Department has developed an updated SWMP to fulfill these responsibilities effectively and efficiently.
The SWMP recommends long-term large capital improvement projects (“CIP”), urgent interim CIP projects, and additional Renewal and Replacement (“R&R”) projects. These projects were also presented at the Stormwater Master Plan Implementation Workshop on April 16, 2025.
A key component of the Interim Stormwater Project budget is the strategic allocation of funding for fast-tracked infrastructure needed to bridge the gap between the SWMP and other major City of Hollywood capital initiatives. High-priority projects, such as those under the City’s General Obligation Bond (“GOB”) program or funded through competitive grants, are moving forward on independent schedules. Without early stormwater intervention, these projects risk worsening flooding in areas lacking infrastructure.
To address this, the SWMP includes provisions for expedited design and construction of interim stormwater projects that offer essential flood protection and integrate into the future permanent system. These improvements are intended to reduce near-term flood risk and allow City projects to proceed safely and efficiently.
Notable examples include:
• Hollywood Beach Golf Course
• Tidal protection (e.g., seawalls)
• Sunset Golf Course area drainage
• Orangebrook redevelopment site
To support these efforts, $10 million of the $75 million Interim Project budget is allocated to fast-tracked projects. This funding enables the City to:
• Align stormwater upgrades with GOB and grant-funded timelines
• Prevent flood hazards from premature surface development
• Avoid stranded investments by ensuring SWMP compatibility
This approach demonstrates the City’s commitment to coordinated infrastructure, fiscal responsibility, and proactive flood mitigation in vulnerable areas.

This agenda item seeks the City Commission’s approval for the implementation of these projects.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this adopts the projects identified for the Stormwater Capital Master Plan. However, implementation of the various aspects of the plan will require future capital appropriations.
No new staff will be required as a result of this resolution.
