Explanation:

The City of Hollywood’s Zoning and Land Development Regulations (ZLDRs), together with related chapters of the Code of Ordinances, constitute the City’s primary regulatory framework governing land use, development standards, and development review procedures. Over time, these regulations have been amended incrementally to respond to evolving statutory requirements, policy initiatives, and site-specific requests. As a result, the current ZLDRs have become increasingly complex, fragmented, and, in some instances, internally inconsistent.

 

The existing regulatory structure no longer reflects contemporary planning best practices, prevailing market conditions, or the City’s long-term policy objectives, including those articulated through ongoing initiatives such as Hollywood 2050 (the City’s new Comprehensive Plan), the City’s Urban Design Guidelines, and an increased focus on resiliency planning and sustainable, market-responsive redevelopment. These conditions have contributed to greater reliance on variances, administrative interpretations, and site-specific zoning actions, reducing regulatory predictability for residents, applicants, and City staff and placing additional strain on the development review process.

 

To address these challenges and establish a clear, legally defensible, and user-friendly regulatory framework, the Development Services Department determined that a comprehensive review, restructuring, and rewrite of the ZLDRs and related sections of the Code of Ordinances was necessary. Given the scope, complexity, and technical nature of this effort, the City issued Request for Proposals No. RFP-339-25-SA on August 18, 2025, in accordance with Section 38.43(A) of the Procurement Code, to solicit qualified professional planning firms with demonstrated experience in zoning code modernization, comprehensive plan implementation, market feasibility analysis, and public engagement.

 

In response to this directive, the City issued Request for Proposals (RFP No. RFP-339-25-SA) on August 18, 2025, inviting qualified firms to submit proposals. A total of five firms submitted proposals, which were evaluated based on criteria including qualifications, experience, project team composition, leadership, approach, work plan, fee statement, and local preference. The evaluation process led to the following initial rankings:

 

1.                     Inspire Placemaking Collective, Inc- 75.42 points

2.                     MHCP COLAB- 70.42 points

3.                     Bonnie C. Landry and Associates- 69.98 points

4.                     ZoneCo, LLC- 68 points

5.                     Calvin, Giordano & Associates, Inc.- 66.15 points

 

The top three firms were invited to provide oral presentations on January 6, 2026. Following these presentations, the final rankings were as follows:

 

1.                     Bonnie C. Landry and Associates - 4 points

2.                     Inspire Placemaking Collective, Inc - 8 points

3.                     MHCP COLAB - 12 points

 

Based on the Selection Committee’s evaluation and final ranking, and in accordance with the procurement process outlined in the accompanying Resolution, staff recommends that the City Commission authorize the execution of an agreement with Bonnie C. Landry and Associates to assist the City in reviewing, restructuring, and rewriting the Zoning and Land Development Regulations and related chapters of the Code of Ordinances.

 

The proposed agreement would be for an initial term of three years, with an option to renew for an additional two-year period, subject to City Commission approval. Bonnie C. Landry and Associates has provided a revised scope on February 9, 2026 to further refine the deliverables outlined in the original RFP response. The revised scope brings the total contract value, for all phases, to $506,399.00 which is the basis of this request.

 

Staff believes that entering into this agreement will position the City to modernize its regulatory framework, improve development review efficiency, reduce reliance on variances, and implement the City’s long-term planning and redevelopment objectives in a clear, predictable, and legally sound manner. The total contract amount is $506,399.00 and funding has been appropriated in Account No. 001.140401.51500.631170.000000.000.000.

 

 

Fiscal Impact:

A portion of the funding for this agreement is available in the FY 2026 Operating Budget in account number 001.140401.51500.631170.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
