Explanation:
On August 9, 2026, Broward County notified the Broward County City Managers Association, Inc. of the recommended FY 2027 Municipal Formula-based Surtax funding allocations.
Municipal funding allocations are based on the miles of roads in each city. For FY 2027, the estimated allocation for the City of Hollywood is $884,168. The formula-based funding may be used to supplement eligible microtransit services and Rehabilitation and Maintenance (R&M) projects.
The Department of Development Services, Engineering, Transportation and Mobility Division identified and prioritized three roadway R&M projects for possible FY 2027 Surtax funding:
(1) North 46th Avenue between West Park Road and Stirling Road for asphalt pavement milling and repaving.
(2) Washington Street between Federal Highway and west of South 29th Avenue for milling, repaving, sidewalks ADA upgrades and swales.
(3) Taft Street between 40th Avenue and Dixie Highway for asphalt pavement milling and repaving.
Eligible projects must be permit-ready and will be ranked for funding selection. If excess or additional Surtax funding becomes available, the City will request funding to supplement citywide microtransit services.
Approval of the attached Resolution authorizes the appropriate City officials to apply for Broward County FY 2027 Formula-based Transportation Surtax funding for the identified projects and services. If funding is awarded, the City Manager is authorized to accept the award or decline it when determined to be in the City's best interest, and to execute applicable agreements and related documents in a form acceptable to the City Manager and approved as a form by the City Attorney.
BACKGROUND
On November 6, 2018, Broward County voters approved the Transportation Surtax ballot measure, establishing a dedicated funding source for transportation improvements throughout Broward County.
On June 10, 2025, the Broward County Board of County Commissioners approved the Third Amendment to the Transportation Surtax Agreement. On July 2, 2025, the City Commission authorized execution of the Third Amendment to the Transportation System Surtax Interlocal Agreement among Broward County, the Broward Metropolitan Planning Organization, and participating municipalities(R-2025-267).
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is a proposal to receive an estimated FY 2027 Broward County Transportation Surtax formula-based allocation of $884,168.00. Final project allocations and available funding will be subject to the Broward County Award and applicable funding documents.
