Staff Recommends: Approval of the attached Resolution.

Explanation:

The City desires certain additional beautification improvements to the intersection of State Road 7/Hollywood Blvd and the State Road 7 Linear Park to enhance the corridor aesthetic and to promote public transportation ridership.

The project aims to expand and enhance the public realm with retention area pedestrian crossings, sidewalk lighting along the linear park, activating the linear park with the construction of the playground, and improving the transit experience with installation of patterned crosswalks and additional shelters where warranted. These projects are listed in the City Capital Improvement Plan known as Hollywood Boulevard-State Road 7 Mobility Hub and State Road 7 Linear Park.

On February 6, 2013, the City Commission passed and adopted Resolution No. R-2013-027, which authorized the execution of a Landscape Inclusive Maintenance Memorandum of Agreement (“MMOA”) with the Florida Department of Transportation (“FDOT”) for the purpose establishing maintenance responsibilities by the City for landscape improvements by the City on the State Highway roads.

On July 3, 2017, the City Commission approved Resolution No. R-2017-207; approving amendment No. 5 to the MMOA that established maintenance responsibilities by the City for the recently completed State Road 7 Landscape Improvements. These improvements included the landscaping of the State Road 7 Linear Park, stretching from Hollywood Boulevard to Johnson Street.

On October 7, 2020, the City Commission approved Resolution No. 2020-244, approving a contract with Kimley Horn and Associates, Inc. to design and permit the Hollywood Boulevard-State Road 7 Mobility Hub and State Road 7 Linear Park Projects.

On August 3, 2022, the City Commission passed and adopted Resolutions R-2022-227 and R-2022-228, which authorized the execution of MMOAs for landscape and drainage improvements respectively for the Hollywood Boulevard-State Road 7 Mobility Hub and State Road 7 Linear Park Projects.

On September 21, 2022, the City Commission passed and adopted Resolution R-2022-269, which authorized the execution of MMOA for lighting improvements for the Hollywood Boulevard-State Road 7 Mobility Hub and State Road 7 Linear Park Projects.

FDOT has issued a permit for the drainage and landscaping work, and has requested the execution of a Construction Agreement for the street lighting permit. The City’s contractor is ready to begin construction and is currently securing materials and completing field investigations.

Staff recommends approval to execute the attached construction agreement for the street lighting portion of the project, or similar construction agreement(s) required, if any, between the City and the Florida Department of Transportation.

Fiscal Impact:

The maintenance of the additional improvements will commence at completion of the installation, which is anticipated to be FY 2024.  Funding for the operation and maintenance of improvements will be budgeted in account number 336.509901.54100.546370.000228.000.000 in subsequent fiscal years’ Operating Budgets subject to approval and adoption by the City Commission.
