Explanation:
The Department of Information Technology requires the purchase of Panasonic laptops and various technology related accessories to facilitate the operational needs of the Police Department, thus, allowing first responders to access critical databases, operating systems, scanners and to support interoperability and information sharing with other jurisdictional users.
 
Insight Public Sector, Inc. was awarded U.S. Communities, County of Fairfax, Virginia contract number 44000001195 (RQ09-997736-42B) for the supply of Information Technology products/equipment and technology services/solutions; and
 
To ensure the City is receiving the best overall pricing on the Panasonic laptop computers and related equipment, staff obtained quotes from various technology companies based upon various governmental contracts, and the U.S. Communities, County of Fairfax, Virginia contract number 44000001195 (RQ09-997736-42B) contracts provides the best overall cost savings to the City utilizing Insight Public Sector.
 
Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
 
On November 6, 2013, the City Commission passed and adopted Resolution No. R-2013-316 which approved the acceptance of FY 2012 Urban Area Security Initiative (UASI) Grant Program dollars in the approximate amount of $122,257.95.
 
The City was awarded UASI funds in the amount of $122,257.95 and a portion of these funds in the amount of $119,140.00 will be utilized to fund the purchase of the aforementioned Panasonic laptops.
 
The Police Chief, Director Of Information Technology and the Director of Procurement Services recommend that the City Commission award the attached Purchase Order to Insight Public Sector in the estimated amount of $132,440.00 to provide for the purchase of Panasonic laptops and related technology accessories.
            
Funding for the attached purchase order has been provided for in the fiscal year 2014 budget in Account Numbers 13.2000.20229.521.006453 Equipment - UASI FY12 R-13-316 ($119,140.00) and 57.1348.00000.590.004633 Maintenance - Machinery ($13,300.00).
