Explanation:
The Department of Human Resources requires agreements to provide temporary employment services Citywide as the City's departments occasionally require the use of temporary employment services for various Blue Collar and White Collar services to maintain sufficient staffing level in order to meet operational needs.
Section 38.46 of the City's Purchasing Ordinance authorizes the Director of Procurement Services to join with other governmental entities in cooperative purchasing plans when it is in the best interest of the City.
Temporary employment services were competitively bid by the Southeast Florida Governmental Purchasing Cooperative Group, in which the City of Hollywood is an active participant, with the City of Coral Springs, Florida acting as the lead agency in processing and issuing Formal Bid Number 13-D-140F for Temporary Employment Services.
On October 2, 2013, the City of Coral Springs City Commission, acting as lead agency, awarded Bid Number 13-D-140F, to include contracts for Temporary Employment Services for Blue Collar Positions to A & Associates of West Palm Beach, Florida, Albion Staffing Solutions of Miami, Florida and Tampa Service Company, Inc. d/b/a Pacesetter Personnel Services of Houston, Texas and contracts for Temporary Employment Services for White Collar Positions to A & Associates of West Palm Beach, Florida, Albion Staffing Solutions of Miami, Florida and Alpha 1 Staffing of Miramar, Florida for an initial contract period of two (2) years with the option to renew for two (2) additional two (2) year periods, under the terms, conditions and specifications of Bid Number 13-D-140
The Director of Human Resources and the Director of Procurement Services have recommended that the City Commission approve the execution of the attached four (4) blanket purchase orders for an initial two (2) year period for temporary employment services, for an estimated annual combined expenditure of $92,000.00.
Award is subject to the City's receipt and approval of all insurance certificates required by the City's Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City.
Funding for these agreements has been provided in the FY 2015 budget in the wages and salaries - temporary line item accounts in the various offices and departments and will be budgeted in subsequent fiscal years.
