Explanation:
Due to the poor conditions of the Marina in Polk Street due to widespread major deterioration, the Department of Parks, Recreation & Cultural Arts (“PRCA”) with the help of outside consultants created a schematic Marina Masterplan that proposes improvements to its fueling facilities.
On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, authorizing the execution of Continuing Service Contracts with multiple firms, one of these firms being Stantec Consulting Services Inc.
The Project was awarded grants through a Broward Boating Improvement Program and Florida Inland Navigation District Project Agreement. Each grant funds 50% of the project’s out-of-pocket cost for completion per the grant agreement cost estimate, not to exceed $137,000.00 each for design, project management, and permitting, for a total estimated project grant award of $274,000.00.
The new structure will be a floating fuel dock capable of accommodating vessel fueling operations on both sides of the dock.
The Project will include demolition, the removal of the existing fixed fuel dock and the adjacent rubble-mound breakwater, followed by construction of a new floating dock system with integrated wave-attenuation features to help reduce wake energy from recreational vessels operating within the Intracoastal Waterway. The overall length of the new dock will be approximately equivalent to the existing pier, and the existing fuel pump infrastructure will be reused (if possible) within the new design to optimize project cost and maintain operational consistency. The new fuel dock will be equipped with all required utilities, including fuel, water, and electrical service lines, as well as a shade structure over the dispenser area to improve operator safety and comfort.
The Department of Design and Construction Management (“DCM”) negotiated a proposal with Stantec Consulting Services Inc. to provide architectural/engineering consulting, project management, and permitting services for the new marina fuel dock in an amount up to $251,920.00.
The Deputy Director of DCM recommends that the City Commission approve the Authorization To Proceed with Stantec Consulting Services, Inc. for the Marina Fuel Dock Project (“Agreement”) in an amount of $251,920.00.

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account numbers 334.309901.51900.563060.001877.000.000 and 334.309901.57200.563010.001589.000.000.
