Explanation:
The Department of Public Utilities (“Department”) operates in a dynamic environment that requires engineering services on an as-needed basis. Although some of the services are pre-defined, not all of them can be anticipated. Such services include addressing ongoing regulatory compliance activities, complying with legislative changes, and contractual issues, as well as engineering assessments and evaluations that arise due to unanticipated or urgently needed matters.
The Department has determined that engineering services for the following and other similar water and wastewater project tasks are necessary on an as-needed basis:
• Design of membrane replacement for the Water Treatment Plant (“WTP”) membrane softening process
• Support of per- and poly-fluoroalkyl substances regulatory compliance
• Support of Lead Copper Rule compliance
• Evaluation of reclaimed water operation at the Southern Regional Wastewater Treatment Plant (“SRWWTP”)
• Evaluation of nitrification in the water distribution system
• Design and construction administration for reclaim system upgrade at WTP
• Expedited response to emerging needs
• Ocean Outfall Legislation compliance support
• Florida Department of Environmental Protection Administrative Order compliance support
• Large User Agreement Issues:
• Assistance with engineering aspects of dispute resolution
• Presentations and project status reports
• Engineering Services:
• Evaluation of new technologies
• Periodic reassessment of upgrade and re-rate programs
• Financial analysis and support for grant funding
• Preparation of technical letters, reports, and presentation material
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services contracts with five firms for a period of five years for WTP and SRWWTP projects, one of the firms being Brown and Caldwell (“B&C”).
The Department requested a proposal from B&C to provide the aforementioned services for wastewater and water projects on an as-needed basis. B&C submitted a proposal to provide on-call engineering support services in an amount up to $200,000.00.
This agenda item seeks City Commission approval and authorization to execute the attached Authorization to Proceed for Work Order No. B&C 24-01 with Brown and Caldwell in an amount up to $200,000.00 on an as-needed basis.

Funding for this work order is available in the FY 2024 Operating Budget in account number 442.400401.53600.531170.000000.000.000
Department staff will manage this project. No additional staff is needed as a result of this project.
