Explanation:
The Department of Public Utilities (“Department”) operates the 55.5 million-gallon per day Southern Regional Wastewater Treatment Plant (“SRWWTP”), which uses multiple treatment processes to treat wastewater and produce high-quality effluent that is currently discharged into the two existing Deep Injection Wells, No. 1 and No. 2 (“DIW1” and “DIW2”), or the Atlantic Ocean. These deep injection wells were placed in service in 2002 and are the primary disposal method at the SRWWTP under Florida Department of Environmental Protection (“FDEP”) Permit Number 156419-009-007-UO/1M, issued on February 15, 2018. This permit requires that a five-year mechanical integrity testing (“MIT”) program be completed before August 21, 2022, for DIW1 and before August 31, 2022, for DIW2.
DIW1 passed the MIT successfully, however, the MIT on DIW2 was unsuccessful, resulting in a notification from the FDEP that this well must remain out of service until mechanical integrity can be demonstrated.
The Department desires to investigate the cause of the MIT failure and perform repairs as needed; for which the Department needs to retain a professional engineering firm to design the repair, develop a mechanical integrity test plan, and oversee its implementation, allowing the City to place DIW2 back in service.
On April 4, 2023, pursuant to Resolution No. R-2023-089, the City Commission authorized the appropriate City officials to execute an Authorization to Proceed for Work Order Number H&S 23-01 with Hazen and Sawyer, P.C.(“H&S”) to provide professional engineering services, in an amount not to exceed $75,458.00 for design, permitting, and bidding services related to repairs to DIW2.
On November 8, 2023, Invitation for Proposals Number IFB-143-24-JJ was electronically advertised on OpenGov.com to solicit the desired construction services in accordance with Section 38.43(A) of the Procurement Code. On December 13, 2023, two bids were received electronically and opened with the following results:

H&S, Department, and Office of Procurement and Contract Compliance staff thoroughly evaluated the bid proposals in accordance with section 38.43(F) of the City’s Procurement Code, and determined Florida Design Drilling LLC to be the lowest responsive and responsible bidder.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251 which authorized the execution of continuing consulting engineering services contracts with five firms for a period of five years for the Water Treatment Plant and SRWWTP projects, one of the firms being H&S.
This agenda item seeks the City Commission’s approval for the appropriate City officials to execute the attached contract with Florida Design Drilling LLC, in an amount up to $295,000.00 for construction services related to the Repair of Deep Injection Well No. 2 project, and to execute the attached Authorization to Proceed for Work Order No. H&S 24-04 with H&S in an amount up to $83,149.00 for engineering certification services for the project.
The Director of the Department and the Interim Chief Procurement Officer further recommend that the City Commission approve and authorize the City Manager or his designee to utilize contingency funds reserved for resolving undefined conditions as set forth in the contract, if necessary and justified, in an amount up to $50,000.00.

Funding for this project was included in the amended FY 2024 Capital Improvement Plan, and is available in account number 442.409903.53600.563010.001799.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
