Explanation:

The City desires to continue federal lobbying services to assist and represent the legislative interests of the City at the federal level. As such, on September 23, 2024, Request for Proposals Number RFP-237-24-SK (“RFP”) was electronically advertised on OpenGov.com to solicit the desired Federal Lobbying Services in accordance with Section 38.43(A) of the Procurement Code. The solicitation resulted in proposals from the following three firms by the response due date: The Cormac Group, LLC; Gray Robinson, P.A.; and The Porter Group, LLC.

 

On December 12, 2024, the Selection Committee met to evaluate and rank the proposals based upon the approved Evaluation Criteria established in the RFP: Lobbyist’s Qualifications and Experience; Relationships, Resources and Capabilities; Lobbyist's Understanding and Approach to the Scope of Work; and Proposer’s Fee Statement. Based on the Evaluation Criteria, the Selection Committee evaluated the three proposals and the scores were compiled to arrive at the following rankings, with the highest score being the highest ranked:

 

1.                      GrayRobinson, P.A.                                                               95.33 Points

2.                      The Cormac Group, LLC                                                               86.66 Points

3.                      The Porter Group, LLC                                                               70.6 Points

 

All three firms were shortlisted and invited to provide oral presentations for further consideration by the Selection Committee. As such, on January 8, 2025, oral presentations were provided by the three shortlisted firms, followed by a Final Public Selection Committee meeting during which the Selection Committee ranked the shortlisted firms with the lowest score being the highest ranked:

 

1.                     Gray Robinson, P.A.                                                                                      4 Points

2.                     The Cormac Group, LLC                                                                                      5 Points

3.                     The Porter Group, LLC                                                                                      9 Points

 

Based on these results, the Selection Committee recommends that the City Commission authorize the execution of an Agreement with the highest ranked firm, GrayRobinson, P.A., for an initial term of three years with an option to renew for up to three additional one-year periods to provide Federal Lobbying Services.

 

 

Fiscal Impact:

A portion of the funding for this agreement is available in the FY 2025 Operating Budget in account number 001.110102.51200.531490.000000.000.000 and will be requested in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
