Explanation:
The Department of Public Utilities (“Department”) requires the purchase of liquid chlorine as it is used in the disinfection of ocean outfall and reuse effluent.
The Department worked with the Office of Procurement and Contract Compliance (“Procurement”) to prepare a bid to solicit qualified and experienced vendors for the supply and delivery of one-ton cylinders of liquid chlorine to disinfect effluent from the Southern Regional Wastewater Treatment Plant (“SRWWTP”) and fulfill SRWWTP permit requirements. On October 24, 2022, Invitation for Bids No. IFB-006-23-JJ (IFB) was electronically advertised and sent to 608 vendors and viewed by 127 vendors on OpenGov.com in accordance with Section 38.43(A) of the Procurement Code
On Tuesday, November 15, 2022, two bids were received electronically and opened with the following result:

Department and Procurement staff thoroughly evaluated the bids for responsiveness and responsibility. After a thorough evaluation, Brenntag Mid-South, Inc. was determined to be the lowest responsive and responsible bidder that provided the best value to the City.
The Director of Public Utilities and the Director of Procurement recommend that the City Commission approve the execution of the attached Blanket Purchase Agreement for 400 tons of liquid chlorine with Brenntag Mid-South, Inc. in an estimated annual amount not to exceed $981,200.00.
Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager.
Fiscal Impact:
A portion of the funding for this agreement will be made available in the Fiscal Year 2023 Operating Budget as detailed in Exhibit 1, subject to the approval of this resolution.
Future costs will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
