Explanation:
The Broward County Metropolitan Planning Organization (“MPO”), the Florida Department of Transportation (“FDOT”), the City and the Community Redevelopment Agency (“CRA”) are committed to improving alternative modes of transportation and support Complete Streets corridors providing safe choices to pedestrians, cyclists, transit riders and motorists.
The City, together with the CRA, desires certain additional beautification and landscaping improvements to State road 5/us-1 (“project”) to enhance the corridor aesthetic and improve the pedestrian experience.
FDOT eliminated the approved designation for Transportation Design for Livable Communities, which requires a variance request for FDOT consideration to complete the trees and landscaping scope as originally envisioned.
Per City Commission Resolution No. R-2023-237, Bermello Ajamil & Partners, Inc. (“Bermello”) provided landscape conceptual design services to develop plans for proposed trees and landscape locations to support the FDOT variance request for the project.
On May 2, 2025, the City submitted a variance request to FDOT to reduce the design speed to match the posted speed along a portion of the project from State Road 824 to Young Circle, enhancing pedestrian activity and safety, and on January 9, 2026, FDOT provided the City the approval to procced.
The Department of Design and Construction Management (DCM) and the CRA negotiated the project scope and fee in an amount up to $191,061.92 with Bermello to provide landscape design services, and staff have determined that both the project scope and fee are fair and reasonable and in accordance with industry standards.
Bermello and the CRA have an existing continuing professional services agreement for architectural and engineering design services for miscellaneous projects pursuant to Resolution No. R-CRA-2022-08 and the CRA will reimburse the City 40% of the total in an amount up to $76,425.00, for the services specifically relate to the Downtown District of the CRA.
CRA and DCM staff recommend the CRA Board approve the execution of an interlocal agreement with the City to fund 40% of the total cost of Bermello’s services.
