Explanation:

The Department of Public Utilities (“Department”) owns and maintains the City's complex stormwater system that includes catch basins, drainage pipes, exfiltration trenches, outfalls, swales, retention ponds, and stormwater pump stations.  The Department wishes to engage consultant engineers who can perform the work necessary to successfully maintain utility operational functions and to design small projects on an as-needed basis.

 

Examples of the desired water and wastewater-related tasks these consultants are needed to perform include:

                     Assisting in the development of stormwater capital improvement project budgets, cost estimates, and project schedules

                     Designing, reviewing, and managing stormwater capital improvement projects

                     Providing oversight and inspection of stormwater projects during construction

                     Ensuring compliance with federal, state, and local stormwater and environmental regulations, including NPDES permit requirements, FEMA standards, and resilience policies

                     Performing financial analysis and support for grant funding

                     Preparing technical letters, reports, and presentation materials.

 

On September 6, 2023, the City Commission passed and adopted Resolution No. R-2023-277, which authorized the execution of Continuing Services Agreements with eight firms for water, sewer, reuse, and stormwater infrastructure projects, one of the firms being CDM Smith, Inc. (“CDM”).

 

Department staff requested a proposal from CDM for on-call engineering services, based on the hourly rate schedule established in the Professional Services Agreement dated March 4, 2024.  CDM submitted a proposal to provide the requested services in an amount up to $225,000.00 over a two-year period.

 

This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. CDM 26-01 with CDM for on-call engineering support services in an amount up to $225,000.00 over a two-year period, based upon the project scope and fees, and the terms and conditions of the current Continuing Services Agreement.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account number 443.419901.53800.563013.001369.000.000

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
