Explanation:
Federal aid to supplement state and local hazard mitigation efforts, including the Hazard Mitigation Grant Program (“HMGP”), is available and is being administered by the Florida Division of Emergency Management. HMGP provides funding for technically feasible, cost-effective activities that reduce or eliminate long-term risk to people and property related to natural hazards.
In accordance with the Florida Administrative Code, 27P-22, Broward County has been designated as a Local Mitigation Strategy Working Group participating to coordinate mitigation activities within the county. Broward County works with local stakeholders to identify, prioritize, and select eligible mitigation activities to be submitted for HMPG funding consideration.
The Department of Public Utilities (“Department”) provides residents, businesses, and visitors with the highest level of health and public safety services, while preserving the environment. The Department desires to replace aging roofs on Buildings A and B at the Southern Regional Wastewater Treatment Plant (“SRWWTP”), which buildings are built in the 1980s, whose roofs must be replaced to meet wind retrofit requirements and the current Florida Building Code. The Department further desires to install four generators at Sewer Lift Stations E-4, E-5, E-14, and N-1 to improve the reliability of these critical sewer lift stations.
Both the aforementioned projects are eligible for HMPG Grant funding and the Department desires to apply for one grant in an amount up to $1,000,000.00 for the roof replacements and another grant in an amount up to $1,500,000.00 for the four Lift Station generators.
The HMGP grant requires the City to commit matching funds, which will require a future budget amendment to recognize the grant award and allocate the necessary matching funds upon grant award notification.
Fiscal Impact:
A future budget amendment will be required to recognize the grant award and allocate the grant match of $625,000.00 (25%) once notification of award is received.
Staff will oversee these projects, no new staff will be needed as a result of this resolution.
