Staff Recommends: Approval of the Attached Resolution
Explanation:
In the summer of 2012, Beach Maintenance staff lost their facility at the Johnson Street Garage to make way for the Margaritville Development and have been temporarily relocated to an old Fire Station on AIA. This Fire Station will soon be torn down to construct the new Nevada Street Parking Garage. A plan has been devised to relocate Beach Maintenance staff to two (2) temporary locations. In Phase I (which is a separate project) staff will be relocated to a trailer that the City will purchase and place on the FDOT parking lot under the Hollywood Boulevard Bridge. The trailer will accommodate offices, a break room, some storage and restrooms/showers for staff. The parking lot will be fenced and security cameras and lighting will be added. In this project which is Phase II, an enclosed Truck Wash Building will be built behind the Hollywood Beach Community Center on Bougainvilla Terrace so equipment can be washed directly after leaving the beach and before returning to the compound under the bridge.
City staff held meetings to review the scope of the project with the Boards of the Summit Condominium Association, the Stratford Condominium Association and the Hollywood Beach Civic Association. This project has been coordinated with both the Beach CRA and the Department of Parks, Recreation and Cultural Arts.
It is anticipated that Beach Maintenance staff will have a permanent office facility and truck wash facility on the east side of A1A at ground level once the FDOT Hollywood Boulevard Beach Ramp Realignment Project and the Grand Floridian Hotel Project and Entry Plaza are designed and constructed.
Because the City has multiple buildings and other facilities which it needs to maintain on a regular basis, and the expertise of a professional architectural firm is sometimes required, the Department of Public Works solicited a Request for Qualifications (RFQ) to create a pool of architectural design firms. On February 18, 2015, through Resolution R-2015-042, the City Commission authorized the negotiation and execution of contracts with the three highest ranked firms, one of which was Synalovski Romanik Saye, LLC.
City staff prepared a program for the project and then met with Synalovski Romanik Saye, LLC to review the project requirements.
A copy of the architect’s proposal is attached and the total estimated design costs for the project is $72,000.00. The architect will be authorized to complete the work in phases, at each stage of the project, through a series of ATPs (Authorization to Proceed). City staff recommends approval to expend design fees for the project in an amount not to exceed $72,000.00. ATP No. 1 for basic design fees is in the amount of $14,700.00 and is for Schematic Design and Design Development. The new building will be designed to meet the requirements of the City’s Green Building Construction Ordinance.
