Explanation:
In a Special Election held on March 12, 2019, voters of the City approved a variety of projects to be funded by a General Obligation Bond, including the Tidal Flood Mitigation and Shoreline Protection Project.
On August 27th, 2025, the City Commission passed and adopted Resolution No. R-2025-288, authorizing the appropriate City officials to execute a Construction Management at Risk Phase II Construction Services Agreement with The Whiting-Turner Company. The Tidal Flooding Mitigation and Shoreline Protection Project is under construction and 16 of the now 20 sites are scheduled to be completed in the Fall of 2026.
Each site, depending on location and proposed scope of work, may need permits from several agencies including Broward County Environmental, Florida Department of Transportation (“FDOT”) Broward County Surface Water, Florida Department of Environmental Protection, South Florida Water Management District and the Army Corps of Engineers.
FDOT has jurisdiction under the Hollywood Boulevard Bridge along the 120-liner foot width of right of way adjacent to the intracoastal, where the City desires to raise the existing seawall. In order to obtain a permit from the Florida Department of Transportation a Construction Agreement is required.
The Director of Design and Construction Management recommends that the City Commission approve and authorize the execution of the attached Construction Agreement to raise 120 Linear Feet of seawall in FDOT right of way.
Fiscal Impact
Approval of this resolution will not fiscally impact the City as this is a proposal for the execution of the Construction Agreement to raise the existing seawall.
