Explanation:
In a special election held on March 12, 2019, a majority of residents voted to fund a variety of Citywide public improvement projects through a General Obligation Bond (“GOB”), and the North Beach Undergrounding project was one of the approved projects.
The City Commission passed and adopted Resolution No. R-2018-400 that approved and authorized the appropriate City officials to execute a Continuing Services Agreement with the five highest-ranked firms for professional engineering services for civil, landscape architecture and planning projects, Kimley-Horn and Associates, Inc. (“KHA”) being one of them.
The City Commission passed and adopted Resolution No. R-2021-05 on March 3, 2021, approving an Authorization to Proceed (“ATP”) with Design Services for the North Beach Undergrounding Project lighting, electrical, communication and roadway restoration design and permitting services in the amount of $245,780.00.
On March 27, 2023, the City Manager approved ATP No. 2 for additional services in the amount of $23,000.00 for Grant Consulting for the North Beach Undergrounding Project.
The project design and permitting have been completed, and construction is ready to start once a Construction Contract is awarded an executed.
The Department of Design and Construction Management (“DCM”) requested a proposal from KHA for construction administration services for the North Beach Undergrounding Project. KHA submitted a proposal and DCM negotiated the scope and fee, in an amount up to $457,043.00. Staff has determined it to be fair and reasonable and in accordance with industry standards.
The Director of DCM and the Director of the Office of Procurement Services recommend that the City Commission authorize the appropriate City officials to execute Authorization to Proceed No. 3 with KHA based upon the project scope and fee, and the terms and conditions of the current continuing agreement for the North Beach Undergrounding Project.
Fiscal Impact:
Funding for the North Beach Undergrounding project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 333.149901.54100.563010.001188.000.000.
