Explanation:
The Department of Public Utilities (“Department”) owns, operates, and maintains the water distribution and sewer collection system infrastructure within the City’s service area. The Department is responsible for routine repair and improvements to both systems. The sewer collection system includes 85 lift stations and over 280 miles of gravity and force mains. The water distribution system includes approximately 700 miles of water mains. Pipes and other components of these systems may require emergency repair or replacement due to unexpected circumstances or on an as-needed basis to prevent substantial threats to life, property, or the environment.
On November 2, 2022, the City Commission passed and adopted Resolution No. R-2022-337, approving two contracts in amounts of up to $1,000,000.00 per contract with Southeastern Engineering Contractors, Inc. and Ric-Man International, Inc. for construction services related to on-call and emergency water and sewer utility repair services for an initial term of two years each, which started on January 4, 2023.
The Department desires to issue change orders to the above-mentioned contracts to increase the total amounts from $1,000,000.00 to $2,000,000.00 per contract because the original contract amounts have been nearly exhausted. The change orders will allow the Department to continue to repair its water distribution and sewer collection system infrastructure when necessary until the initial terms of these contracts end on January 3, 2025.
Section 38.48 of the Procurement Code states that all change orders that the City Manager is not authorized to approve must be formally approved by the City Commission, which includes these desired change orders.
The Director of the Department recommends that the City Commission approve and authorize initial change orders to contracts with Southeastern Engineering Contractors, Inc. and Ric-Man International, Inc. to increase the amounts from $1,000,000.00 to $2,000,000.00 per contract.

Funding for this project was included in the FY 2024 Capital Improvement Plan and is available in account number 442.409901.53600.546301.001650.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
