Explanation:
The attached Resolution seeks City Commission authorization to expend Law Enforcement Forfeiture Funds to defray expenses associated with police management career development training in the amount of $50,000.00. Career and leadership training for our police officers is imperative toward developing an agency's long-term success. Establishing a career development training program assists in the development of the future leaders of the Police Department. The completion of advanced police management training, conferences and seminars has proven to enhance the productivity level and efficiency of a police agency. Such leadership development provides systematic problem-solving and self-analysis skills in a progressive cycle of training, periodic assessment, constructive counseling, retaining and reassessment. This training will provide the funding to allow each command staff member and lieutenant to attend one external training course per year.
The advanced police management training includes, but is not limited to, training programs provided by the Senior Management Institute for Police, International Association of Chiefs of Police, and the Southern Police Institute. Such programs provide intense training in areas such as the latest management concepts, practices, innovative solutions, organizational problems and best management practices and theories.
The expenditure of Law Enforcement Forfeiture Funds to defray the cost of police management career development training will incur no cost to the taxpayers of the City of Hollywood and this expenditure serves a legitimate law enforcement purpose as prescribed by Section 932.7055(5)(a), Florida Statutes.
