Explanation:

The Development Services Department, Division of Planning and Urban Design, desires to retain a consultant to undertake a comprehensive evaluation and development of a redevelopment program for the Washington Park Industrial Area of the City of Hollywood. As such, on November 19, 2024, Request for Proposals Number RFP-229-25-SK (“RFP”) was electronically advertised on OpenGov.com to solicit the desired Redevelopment Program development, in accordance with Section 38.43(A) of the Procurement Code. The RFP was solicited and resulted in proposals from the following two firms by the response due date: Kimley-Horn and Associates, Inc. and Plusurbia Design.

 

On February 20, 2025, the Selection Committee met to evaluate and rank the proposals based upon the approved Evaluation Criteria established in the RFP: Firm and Project Team Qualifications and Experience; Technical Approach and Timeline; Consultant’s Fee Proposal; and Local Preference (Administratively Scored). The Selection Committee evaluated the two proposals and the scores were compiled to arrive at the following rankings, with the highest score being the highest ranked:

 

1.                      Plusurbia Design                                                                                    83 Points

2.                      Kimley-Horn and Associates, Inc.                     74 Points

 

Both firms were shortlisted and invited to provide oral presentations for further consideration by the Selection Committee. As such, on March 06, 2025, oral presentations were provided by the two shortlisted firms, followed by a Final Public Selection Committee meeting on March 13, 2025, during which the Selection Committee ranked the shortlisted firms with the lowest score being the highest ranked:

 

1.                     Plusurbia Design                                                                                      4 Points

2.                     Kimley-Horn and Associates, Inc.                       8 Points

 

Based on these results, the Selection Committee recommends that the City Commission authorize the execution of an Agreement with the highest ranked firm, Plusurbia Design, for an initial term of one year with an option to renew for an additional one-year period to develop a Redevelopment Program for the Washington Park Industrial Area of the City of Hollywood.

 

 

Fiscal Impact:

A portion of the funding for the Agreement is available in the FY 2025 Operating Budget in account number 001.140401.51500.631170.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budget subject to approval and adoption by the City Commission.
