Explanation:
The Department of Public Utilities (“Department”) requires engineering services on an as-needed basis to continue meeting regulatory compliance requirements and contractual and water and wastewater project needs. The Department has determined that consulting engineering services are needed on an as-needed basis for the following and similar water and wastewater project tasks:
• Regulatory Compliance Support
• Evaluation of Nitrification in the Water Distribution System.
• Evaluation of Reclaimed operations at the Southern Regional Wastewater Treatment Plant
• Ocean Outfall Legislation Compliance Support.
• Florida Department of Environmental Protection Administrative Order Compliance Support
• Large User Agreement Issues:
• Assistance with engineering aspects of dispute resolution
• Presentations and project status reports
• Engineering Services:
• Evaluation of new technologies
• Periodic reassessment of upgrade and re-rate programs
• Financial Analysis and support for grant funding
• Preparation of technical letters, reports, and presentation material
The above-listed tasks are anticipated to require consulting support services, however, the need for additional project-related services may arise. On August 30, 2023, the City Commission passed and adopted Resolution No R-2023-251, which authorized the execution of continuing professional engineering consulting service contracts with five firms for WTP and SRWWTP projects, one the firms being Brown and Caldwell (B&C).
The Department requested a proposal from B&C to provide the necessary services on an as-needed basis. B&C submitted a proposal in an amount up to $200,000.00.
This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. B&C 25-04 with B&C in an amount up to $200,000.00 on an as-needed basis.
Fiscal Impact
Funding for this project was included in the amended FY 2026 Capital Improvement Plan, and is available in account numbers 442.409903.53600.531300.001299.000.000 and 442.409904.53600.531300.001654.000.000.
Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this project.
