Explanation:

On March 12, 2019, the City held a Special Election where a majority of voters decided to fund a variety of Citywide public improvement projects to be funded by a General Obligation Bond (“GOB”), and the New Police Headquarters Project was one of the projects approved by the voters.

 

During the project design phase, it was determined that the existing Nonvehicular Access Line for the Dick Lloyd Plat would need to be modified to allow vehicles to enter the New Police Headquarters site at the public and staff entrances as designed.

 

Therefore, on December 6, 2023, the City Commission approved Resolution R-2023-378 approving the amendments to the Dick Lloyd Plat, including adding a plat note restriction and modifications to the non-vehicular access line to accommodate the new site design and layout for the proposed New Police Headquarters government safety complex, the associated garage and the existing golf course use.

 

Once approved by City Commission, the item was brought before the Broward County Commission for approval.  The plat note restriction and modifications to the non-vehicular access locations were approved at the Broward County Commission Meeting on April 16, 2024.

 

As part of the County’s review process, they identified certain improvements that need to be made as a condition of the plat amendments.  The referenced improvements include offsite roadway improvements such as median modifications and the creation of two new left turn lanes to provide access to the site. 

 

The City Commission has approved the Guaranteed Maximum Price contract with Moss & Associates, LLC for the construction of the New Police Headquarters project, and this contract includes construction of the offsite improvements required by the County. 

 

Prior to the recording of the plat amendments, the City Commission must approve a Resolution agreeing to construct the improvements prior to issuance of the Certificate of Occupancy and approve the attached Installation of Required Improvements Agreement.

 

The Director of Design and Construction Management recommends that the City Commission authorize the appropriate City officials to execute the Installation of Required Improvements Agreement.
