Explanation:

On March 12, 2019, the City held a Special Election where a majority of voters decided to fund a variety of Citywide public improvement projects to be funded by a General Obligation Bond (“GOB”), and the New Police Headquarters Project was one of the projects approved by the voters.

 

The New Police Headquarters project has now completed the design phase, received site plan approval, and has moved into the construction phase.  The Construction Management at Risk contract has been approved by the City Commission.  Florida law requires an independent third party provide special (threshold) inspection services for this building.  It is in the best interests of the city to also have an independent third party provide building envelope consulting and observation services for the project to ensure that the finished product meets the requirements detailed in the construction documents.

 

On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208, approving and authorizing the appropriate City officials to execute Continuing Service Agreements with various firms, one of them being Nova Engineering and Environmental, LLC (“Nova”), to provide Geotechnical, Materials Testing, Special and Threshold Inspections Services.

 

The Department of Design and Construction Management (“DCM”) requested a proposal from Nova to provide special (threshold) inspection services and building envelope consulting and observation services for the New Police Headquarters Project.

 

DCM negotiated a scope of services and fee proposal with Nova that has been determined to be fair and reasonable.  The services described above has a base fee of $292,250.00. The consultant will complete the proposed special (threshold) inspection services and building envelope consulting and observation services in approximately two years, concurrent with the project construction.

 

Staff recommends that the City Commission authorize the appropriate City officials to execute an Authorization to Proceed for materials testing services with Nova Engineering and Environmental, LLC in an amount up to $292,250.00.
