Explanation:

The City regularly receives requests from residents throughout the City for Traffic Calming Devices to address speeding and cut-through traffic. These devices, which may include, but are not limited to speed feedback signs, speed tables or roundabouts, have been installed at numerous locations throughout the City in the past. Phases I and 2 of the Traffic Calming Program have recently been completed and as a result, approximately 60 local streets were evaluated (R-2020-056). There is a demonstrated and ongoing need to perform such studies to provide a safe environment along local streets throughout all of the neighborhoods in Hollywood.

 

On August 30, 2023, the City Commission authorized appropriate City Officials to apply for and if awarded, accept The Broward Metropolitan Planning Organization’s Cycle Complete Streets and other Localized Initiatives Program, to implement transportation projects related to traffic calming, specifically for West Park Road (R-2023-247). A traffic study will be necessary to help justify the project.

 

On December 19, 2018, the City Commission (R-2018-400) authorized continuing service contracts with five firms, one of which was Atkins North America, Inc. to provide professional engineering services for civil, landscape architecture and planning services. Staff requested a proposal from Atkins North America, Inc. to provide engineering services for the Phase 3 of the City’s recently adopted Traffic Calming Program and to perform the studies necessary to evaluate and prioritize the various locations where traffic calming treatments could be effective to reduce vehicular speeds and cut-through traffic in previously identified neighborhoods. The firm subsequently produced a scope and staff-hour estimate for performing the associated work.

 

The final contract renewal with Atkins North America, Inc. will expire on February 13, 2024. In order to complete the work identified above, it is necessary to extend the current contract for an additional one year.

 

 

Fiscal Impact:

Funding for the traffic calming project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 333.149901.54100.563010.001185.000.000.

 

Funding to complete the lane repurposing study on West Park Road will not exceed $20,000.00 and funding is available in account number 001.140202.51500.531300.000000.000.000.
