Explanation:

On November 15, 2017, the City Commission passed and adopted Ordinance No. PO-2017-21, which approved the establishment of a textile recycling collection services program throughout the City.  The Police Department desires a franchise agreement for a qualified firm to handle the textile recycling collection services program in accordance with Chapter 109 of the City of Hollywood Code of Ordinances.

 

Textile recycling collection bins will allow members of the general public to deposit used textile items such as shoes, clothing, linens and draperies for either the purpose of resale or re-used for other purposes.  The textile recycling services program is available through FLSC, LLC. pursuant to the Town of Davie, Florida, Bid Number B-14-92, which was procured by competitive bid process.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Acting Chief of Police and the Director of Procurement and Contract Compliance recommend that the appropriate City Officials negotiate and execute a franchise agreement with FLSC, LLC. to provide the textile recycling services program in accordance with Chapter 109 of the City of Hollywood Code of Ordinances.
