Explanation:

The 2007 Water System Master Plan Identified The Need To Replace Aging Infrastructure Throughout The City Of Hollywood And To Install Additional Infrastructure To Maintain Max-Day Water Demand And To Improve The Level Of Service Within The City’s Water System.

The City-Wide Water Main Replacement Program Identified The Need To Replace Old Water Distribution Infrastructure And Install 16-Inch Diameter, 12-Inch Diameter, 8-Inch Diameter, And 4-Inch Diameter Water Mains Within The Area Surrounded By Pembroke Road And Hollywood Boulevard And South 26th Avenue And South Dixie Highway.

On July 18, 2012, Via Resolution R-2012-235, The City Commission Approved A Proposal From Kimley-Horn And Associates, Inc. In The Amount Of $665,722.98, To Provide Engineering Design Services, Permitting Services, Bidding Recommendation Services, and Limited Engineering Services During Construction For The Water Main Replacement Program Within The Area Surrounded By Pembroke Road And Hollywood Boulevard And South 26th Avenue And South Dixie Highway.

On March 3, 2014, The Department Of Public Utilities Staff Advertised The Project Soliciting For Qualified Construction Services, And On April 17, 2014, Seven (7) Bid Proposals Were Received At The Office Of the City Clerk And Were Publicly Opened At The City Of Hollywood Southern Regional Wastewater Treatment Plant With The Following Results:

1.                     David Mancini & Sons, Inc.                     $8,483.173.70

2.                     Man-Con, Incorporated                     $8,998,983.00

3.                     Giannetti Contracting Corporation                     $9,734,798.60

4.                     Lanzo Construction Co., Florida                     $10,379,701.60

5.                     Metro Equipment Service, Inc.                     $11,813,173.09

6.                     Ric-Man International, Inc.                     $11,990,814.00

7.                     Ocean Bay Construction                     $12,978,893.30

 

After Thoroughly Evaluating The Bid Proposals For Compliance With The Contract Documents, Kimley-Horn And Associates, Inc. Staff Determined That The Lowest Bidder David Mancini & Sons, Inc. Is The Lowest Responsive And Responsible Bidder.

 

A Notice Of Intent To Award Related To The Project Was Posted On The City Of Hollywood Web Site, In DemandStar, And Was Sent Via Email On May 1, 2014 To All The Bidders.

 

The Posting Of The Notice Of Intent To Award Resulted In No Bid Protests.

 

The Administration Recommends That The City Commission Authorize The Appropriate City Officials To Execute The Attached Contract Between David Mancini & Sons, Inc. And The City Of Hollywood In The Amount Of $8,483,173.70 For Construction Services Related To The Water Main Replacement Program For The Area Surrounded By Pembroke Road And Hollywood Boulevard And South 26th Avenue And South Dixie Highway.

 

The Project And Funding Source Were Included In The FY 2014 Capital Improvement Program That Was Approved Via Resolution No. R-2013-311.

 

The Construction Account Number To Be Used For This Project Is 42.4000.76663.536.056301.

 

The Estimated Time For Completion Of Construction Is 1095 Calendar Days (3 Years) From Notice To Proceed.
