Explanation:

The area lying north of Hollywood Boulevard, south of Johnson Street, and generally east of and including 13th Avenue routinely experiences tidal inflows into the lower lying streets during the biannual spring tides.

 

The City has multiple gravity storm water outfalls into North Lake which act as conduits for tidal inflows.

 

In an effort to prevent tidal inflows through the drainage system, the Department of Public Utilities staff determined that the best and most reasonable course of action is to install control structures with self-activating flap gates made of non-corrosive High Density Polyethylene (HDPE) material

 

Department of Public Utilities staff prepared the project scope, technical specifications and construction documents.

 

On September 4, 2015, the Department of Public Utilities staff advertised the project soliciting qualified construction services, and on October 15, 2015, six (6) bid proposals were received at the Office of the City Clerk and were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant with the following results.

After thoroughly evaluating the bid proposals for compliance with the contract documents, Department of Public Utilities staff determined that Southeastern Engineering Contractors, Inc. is the lowest responsible and responsive bidder.

 

The Department of Public Utilities staff rejected the bid alternates.

         

A Notice of Intent to Award related to the project was posted on the City of Hollywood web site, BidSync and DemandStar, and was sent via email on October 23, 2015 to all the bidders that resulted in no apparent bid protesters.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between Southeastern Engineering Contractors, Inc. and the City of Hollywood for construction services related to the North Lake Tidal Control Structures Project, for the base bid amount of $662,812.50.

 

A portion of the funding for Stormwater Infrastructure was included in the FY 2016 Capital Improvement Program (CIP) and approved by the Commission via Resolution No. R-2015-295.

 

The remaining portion of the funding will be provided via a companion agenda item on the November 18th City Commission agenda referencing the continuation of appropriations for previously approved Capital Projects from FY 2015 to FY 2016.

 

Based on the approval of the previously referenced companion agenda item, funding will be available in account number 43.4000.12262.538.036301.

 

The estimated construction time for this project is six (6) months from the Notice to Proceed.
