Explanation:
The Sanitary Sewer Lift Station W-14, located at 5596 Monroe Street, was installed in 1963 and most of the equipment and internal piping and valves at the station have reached their useful lives.
On January 18, 2017, pursuant to Resolution R-2017-015, the City Commission authorized the issuance of an Authorization to Proceed to Craven Thompson and Associates, Inc. (“CTA”) in the amount of $162,785.00 to provide engineering design, permitting, bidding, award and limited construction services for Lift Station W-14 Rehabilitation.
On January 7, 2019, the Department of Public Utilities staff advertised the project, soliciting qualified construction services, and on February 21, 2019, three bid proposals were received at the Office of the City Clerk and the proposals were publicly opened at the City of Hollywood Southern Regional Wastewater Treatment Plant, located at 1621 North 14 Avenue, with the following results:
NO. BIDDER BIDDER TOTAL
1 Southeastern Engineering Contractors $2,395.072.00
2 Intercounty Engineering, Inc. $2,589,340.00
3 V Engineering & Consulting $3,575,000.00
After thoroughly evaluating the bid proposals for compliance with the contract documents, CTA staff determined that Southeastern Engineering Contractors, Inc. is the lowest responsive and responsible bidder.
A Notice of Intent to Award related to the project was posted on the City of Hollywood website and in DemandStar on March 13, 2019 and resulted in no bid protests.
The Department of Public Utilities recommends that the City Commission authorize the appropriate City officials to execute the attached contract with Southeastern Engineering Contractors, Inc in an amount not to exceed $2,395,072.00.
It is necessary to amend the approved Fiscal Year 2019 Capital Improvements Program as set forth in the attached Exhibit “A”.
The estimated time to complete the construction services will be nine months from the Notice to Proceed date.
