Explanation:

The City of Hollywood’s Water Treatment Plant (“WTP”) is a 59.5 million gallons per day plant that provides high quality water to the residents of the City but also serves approximately 300 acres in the Town of Davie, 50 acres in the City of Dania Beach, and 100 acres in the Seminole Tribe of Florida reservation.  The WTP also provides wholesale water to Broward County’s Water and Wastewater Services Districts 3A and 3B/C.  In addition to retail and wholesale water services, the City has an emergency connection with the City of Dania Beach, which withdraws water from the City’s system to maintain its system pressure.  The WTP treats water from the City’s Biscayne Aquifer and Floridan Aquifer wellfields.  It also purchases and treats raw ground water from Broward County’s South Regional Brian Piccolo Park Wellfield.

 

According to the Ground Water Rule promulgated by the Environmental Protection Agency, public water systems are not subject to a boil water order requirement in the event a fecal indicator is detected in the source water, if its treatment system has been demonstrated to reliably achieve 4-Log (99.99%) inactivation or removal of viruses.  The Department of Public Utilities (“Department”) staff have determined that the City should pursue 4-Log Virus Treatment certification for the WTP to improve water quality and reliability of our water system.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-283 which authorized the execution of continuing professional consulting engineering services contracts with four firms for the WTP and Southern Regional Wastewater Treatment Plant projects, one of the firms being Arcadis U.S., Inc.  On July 26, 2021, the continuing services contract with Arcadis U.S., Inc. was renewed for a two-year period.  The agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

On December 4, 2019, pursuant to Resolution No. 2019-358, the City Commission approved and authorized the issuance of an Authorization to Proceed to Arcadis U.S., Inc., to develop the Basis of Design Report for the Implementation of 4-Log Virus Treatment of Ground Water at the WTP.  Arcadis U.S., Inc. has completed the Basis of Design Report outlining several improvements which need to be designed and constructed at the WTP in order to become compliant with 4-Log Virus Treatment certification requirement.

 

Department staff requested a proposal from Arcadis U.S., Inc. for the design of the implementation of 4-Log Virus Treatment and negotiated a project scope and fee, in the lump sum amount of $372,679.00.  Staff evaluated the scope and fee, and have determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

This agenda item seeks approval of the issuance of the Authorization to Proceed for Work Order Number ARC 22-02 for professional engineering services with Arcadis US, Inc. for the Implementation of 4-Log Virus Treatment of Ground Water Design at the WTP based upon the project scope and fee and the terms and conditions of the current Continuing Services Agreement for the project.

 

Upon authorization from the City Commission, Arcadis U.S., Inc. will complete the proposed professional engineering services in 52 weeks from the date of issuance of the Authorization to Proceed.

 

 

Fiscal Impact

Funding for this project was included in the amended FY 2022 Capital Improvement Plan, and is available in account number 442.409901.53600.531210.001251.000.000.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
