Explanation:

The City’s Department of Public Utilities (“Department”) manages the Southern Regional Wastewater Treatment Plant, which treats wastewater for the surrounding area. In 2023, the City hired Cardinal Contractors to complete several urgent repairs at the plant. These repairs required expedited completion and were approved for up to approximately $10,800,000.00. Brown and Caldwell was also hired to provide construction oversight.

 

Since then, several extensions have been approved because the work has taken longer than expected, and additional urgent repair needs have been identified that can be completed with the remaining funds.

 

The Department now seeks to extend the contract with Cardinal Contractors for an additional year through a separate resolution. This extension is needed to complete critical repairs required by a State of Florida Consent Order and to address other urgent issues identified by plant staff. One major task is replacing the mechanism in Grit Chamber No. 1, which has a long manufacturing and delivery lead time.

 

The Department also seeks approval for up to $206,457.00 to retain Brown and Caldwell to continue managing and overseeing the project during the extended period. City staff reviewed these costs and confirmed they are reasonable.

 

The Department Director and the Director of Procurement and Performance Management recommend that the City Commission approve and authorize the appropriate City officials to execute an Authorization to Proceed for Work Order Number B&C 26-03 with Brown and Caldwell in an amount up to $206,457.00 for construction administration services for this project.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2026 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this Resolution.

 

Department staff will manage this project. No additional staff is needed as a result of this change order.
