Explanation:
The Department of Public Utilities (“Department”) operates the City’s Water Treatment Plant (“WTP”), where the Membrane Operations Building, built in 1995, houses the reverse-osmosis and membrane-softening filtration systems, and the pipe gallery’s support pedestals.
During the Membrane Softening Plant Membrane Replacement project, staff noticed severe deterioration in the pedestals supporting the water filtration pipe gallery. Observed issues included cracking and concrete spalling, likely due to corrosion of the reinforcing steel in a highly corrosive environment.
Hazen and Sawyer, P.C., a consultant under the Department’s continuing services agreement, was engaged to perform a structural inspection of the Membrane Operations Building. The findings of the inspection are documented in the Structural Inspection Report dated March 4, 2026.
The objective of this project is to fully assess the extent of structural deterioration in the Membrane Operations Building, specifically the concrete pedestals, columns, and pipe support. The project will then prepare contract documents for competitive bidding of necessary concrete repairs at the WTP and provide engineering services throughout construction.
The Department requested and received a proposal from Hazen and Sawyer, P.C., for design services, bidding assistance, and engineering services during construction for the Membrane Operations Building Concrete Repairs project at the WTP. The proposed amount is not to exceed $128,252.00. The Department reviewed the proposal and found it reasonable and responsive.
The Department Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the appropriate City officials to execute the attached Authorization to Proceed for Work Order No. H&S 26-11 with Hazen and Sawyer, P.C. in an amount not to exceed $128,252.00.
Fiscal Impact:
Funding for these services requires amending the approved FY 2026 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
