Explanation:

The Department of Public Utilities ("Department") maintains and operates a 59.5 million gallons per day Water Treatment Plant (“WTP”), located at 3441 Hollywood Boulevard, Hollywood, Florida.  Several assets at the WTP need maintenance, repair, or replacement.

 

These projects have been identified by the Department as WTP Maintenance Package C and include the following items:

 

                     Western/Chaminade Wellfield - Wells 36 and 41

o                     Perform well-condition assessments

o                     Develop well rehabilitation or replacement plan

                     Floridan Wellfield - Wells F2 and F4

o                     Perform well-condition assessments

o                     Develop well rehabilitation or replacement plan

                     Design exterior crack repairs for the following areas:

o                     Pump Vault (Thickener/Holding Tank)

o                     Filter Gallery

o                     Back Wash Pump No. 2/Clear Well penetration

o                     Blend Tank

o                     Reclaim Pumps (confined space - east and west sides)

                     High Service Pump (HSP) /North Header

o                     Design for the replacement of the existing east and west isolation valves

                     High Service Pump (HSP) /West Header

o                     Design for the replacement of the existing 14-inch check valve

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services contracts with five firms for water and wastewater treatment plant projects, one of the firms being Carollo Engineers, Inc. (“Carollo”). 

 

Department staff requested a proposal from Carollo to provide professional engineering services, including project management, data review, well field testing program, initial field testing, design, permitting, and bid assistance for Package C projects.  Carollo submitted a proposal to provide these professional engineering services in an amount up to $239,169.60.  Department staff reviewed the scope and fee proposal and determined that the negotiated fee is fair, reasonable, and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization to execute an Authorization to Proceed (ATP) for Work Order Number CEI 26-01 with Carollo Engineers, Inc., for professional engineering services related to the Water Treatment Plant Maintenance Package C Projects in an amount up to $239,169.60.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY2026 Capital Improvement Plan and is available in account number 442.409904.53600.563013.001787.000.000.

 

Department staff will manage this project.  No additional staff are needed as a result of this resolution.
