Explanation:
The 11 member Community Development Advisory Board (“CDAB”) provides recommendations to the City Commission on matters pertaining to federal and state community development grant funds. Its primary responsibility is to review and evaluate all funding requests under the Community Development Block Grant and other grant funds to assist in creating the City's Five Year Consolidated Plan and One Year Action Plan.
CDAB members must be qualified electors in the City and priority shall be given to representatives from geographical areas of the City designated as qualified by the United States Census Bureau as having greater than 51% concentrations of low/moderate income persons.
The CDAB holds several public hearings each year, in accordance with the requirements of the U.S. Department of Housing and Urban Development, and it has become increasingly difficult to establish a quorum for regularly scheduled meetings.
Currently, the CDAB consists of the following seven members: Mitch Anton, Phelipe De Souza, Joann Fullington-Reese, Michael Gold, Hector Mujica, Milana Walter and Amber Yeisley.
The Community Development Advisory Board has five board positions available due to the resignations of Thomas Lander, Myron Brandwine, Kelly Edwards, and Mena Morgan, and the term expiration of Amber Yeisley.
It has been determined that the City would benefit by the inclusion of two alternate board members who would be authorized to participate and vote in the case of (i) the absence or disqualification of a regular member of the board or (ii) a vacancy in the regular membership of the board.
Two alternate member positions shall be appointed, consisting of a primary alternate and a secondary alternate position.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City.
