Explanation:

The City has the responsibility for planning, regulating, designing, constructing, operating and maintaining the Southern Regional Wastewater Treatment Plant (“SRWWTP”), a wastewater collection system including 85 sewer lift stations and a reuse water supply system within the City’s corporate limits.

 

The existing Reuse Water Master Plan was developed in 2007 in accordance with the SRWWTP Facilities Operational Permit renewal requirement and has achieved its intended purpose and needs to be updated to most effectively fulfill the City’s responsibilities, comply with regulatory program at various levels (federal, state, county and local), provide a high level of service to reuse water customers, fulfill contractual obligations, accommodate growth and economic development, and protect public health, safety and the environment.

 

Lift Station W-27 requires extensive structural rehabilitation and upgrade including replacement of equipment and downstream force main from Lift Station W-27 to Taft Street due to its age, condition and capacity limit.  Considering the maintenance difficulties caused from the existing vertical pumps, the Department of Public Utilities (“Department”) plans to convert vertical pumps configuration to dry pit submersible pumps per current lift station upgrade standards.

 

Department staff recently defined needs for conversion of the Solids Facility Storage building into a warehouse, upgrade of the related odor control and air quality system, enclosing the Sludge Dewatering and Lime Stabilization buildings, building a roof structure for equipment storage, and improvements of buildings at SRWWTP.

 

The Department desires to retain professional services from an engineering consulting firm to update the Reuse Water Master Plan, provide engineering services to upgrade Lift Station W-27, and to assist with the implementation of building improvements at SRWWTP.

 

The Procurement Services Division followed the procedures established in Florida Statue 287.055, the Consultants’ Competitive Negotiation Act (“CCNA”), and the City’s Procurement Code to advertise a request for statement of qualifications (“RFQ”) for professional consulting engineering services for this project.  On August 31, 2021, notice of availability for RFQ-4690-21-OT was posted on the City’s website, advertised and sent to 20,769 firms and viewed by 188 vendors on Bidsync.com.  On October 12, 2021, RFQ-4690-21-OT was opened at 3:00 p.m. and resulted in proposals from the following two firms:

1.                     Hazen and Sawyer, P.C.

2.                     Jorge A. Gutierrez Architect, LLC

 

The Department assembled a diverse selection committee composed of five qualified professionals and met on October 18, 2021 to evaluate and rank the proposals.  Evaluation of the proposals was based upon the approved evaluation criteria established in the RFQ:  Technical Qualifications; Organizational Profile; Approach to Scope; Past Performance; Value of Past Contracts; and Location of Respondent.  Based on the evaluation criteria, the selection committee evaluated the two proposals and the scores were compiled to arrive at the following rankings, with the highest score being the highest-ranked:

1.                     Hazen and Sawyer, P.C.                                                                                    459 Points

2.                     Jorge A Gutierrez Architect, LLC                                                               365 Points

 

The selection committee completed the evaluation process and ranked the firms according to the stipulated guidelines in the RFQ and the selection committee decided that oral presentations would not be required as the score clearly identified the highest-ranked firm.

 

The Department recommends that the City Commission rank the firms and authorize the appropriate City officials to negotiate a professional consulting engineering services agreement with the highest-ranked firm, Hazen and Sawyer, P.C., to provide engineering services as set forth above.

 

Fiscal Impact

Funding for this agreement was included in the amended FY2022 Capital Improvement Plan.  The contract cost is unknown until negotiations are finalized and required funding will be determined at that time.  If the contract amount exceeds the City Manager’s authority, an agreement with terms of the contract will follow under a separate resolution.

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
