Explanation:

As part of the FPL UG LAT Program - Hollywood - #5 project, FPL is performing underground conversion of overhead utilities throughout the City and a portion of the proposed conversion is located within the City owned Orangebrook Golf Course located at 400 Entrada Drive, Hollywood, Florida 33021. The conversion begins at the transformer near the existing maintenance building running east then turning into the south direction along the east golf course property line and ending at Pembroke Road. These powerlines feed and serve the Hollywood community in the northeast quadrant of Interstate I-95 and Pembroke Road.

 

An Underground Easement within the golf course property is necessary for FPL to construct, operate, and maintain their facilities. The easement is 10 feet wide and approximately 2,600 linear feet in length, attached as Exhibit “1”.

 

The proposed underground conversion of overhead utility facilities is at no cost to the City. This request has been coordinated with the City’s P3 partner (PPG GCF Orangebrook Owner LLC. ) to redevelop the golf course.

 

BACKGROUND

FPL is an energy provider company that operates approximately 75,000 miles of power lines that span over more than half of the State of Florida. Approximately 60 percent of the power lines are overhead/above-ground and the remaining 40 percent are below ground. FPL has found that during day-to-day operations, underground power lines perform 50 percent better than overhead power lines and 85 percent better during a storm (based on FPL statistics from Hurricane Irma).

 

To provide a stronger and more storm-resilient power system against storm related elements such as wind-blown debris and lightning, FPL has developed the Storm Secure Underground Program. Under this program, FPL’s focus is the hardening of their power lines and undergrounding power lines is one of the methods.

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City as this is a proposal to support FPL’s efforts for the ongoing underground conversion of overhead utility facilities.
