Explanation:
The City of Hollywood, Department of Public Utilities operates the Southern Regional Wastewater Treatment Plant (SRWWTP), located at 1621 North 14th Avenue, Hollywood, Florida.
The SRWWTP receives its electrical services from Florida Power & Light (FPL) via four main electrical feeders, two at the North Electrical Service Center and the other two at the South Electrical Service Center.
The North and South Electric Service Centers also house a total of seven (7) backup electrical generators that utilize Automatic Transfer Switches (ATS), to automatically control the SRWWTP transition from FPL power to the backup generator power and vice-versa, upon loss of normal power or its restoration from FPL.
The ATS at the North and South Electric Service Centers are proprietary systems of Emerson/ASCO Services and were designed, installed, and maintained (up to this current period) by ASCO.
The ATS, more specifically known as the ASCO Synchronizing Control System, are designed to automatically start, synchronize and parallel four (4) 1600KW/4160VAC diesel engine generator sets at the North Electric Service Center, and three (3) 750KW/4160VAC at the South Electric Service Center, upon initiation of an automatic sequence with the loss of FPL power.
Both ATS were installed in 1993 and most electronic components within them are now obsolete and malfunctioning and it is imperative, for maintaining the SRWWTP functionality and reliability at all times, that both ATS be upgraded as soon as possible to assure a smooth and swift power transition during utility power outages.
Since ASCO Services, Inc. is the proprietary designer, developer of the ATS for the North and South Electrical Service Centers, the Department of Public Utilities requested a proposal from ASCO to provide all the professional and technical services, and all parts and equipment necessary to fully upgrade the ATS for the North and South Electrical Service Centers at the SRWWTP.
ASCO Services Inc. provided a turn-key comprehensive proposal in a combined total amount of $586,063.00.
Section 38.40(C)(3) of the Code of Ordinances provides that sole source purchases are exempt from the competitive bid and competitive proposal requirements of the Purchasing Ordinance.
The Administration recommends utilizing Section 38.40(C)(3) of the City’s Code of Ordinances to issue a purchase order to ASCO Services, Inc. in an amount of $586,063.00 to provide all the professional and technical services, and all parts and equipment necessary to fully upgrade the ATS for the North and South Electrical Service Centers at the SRWWTP, in the combined amount of $586,063.00.
The upgrades to both ATS should take approximately 20 to 22 weeks after the purchase order is issued.
A portion of the funding for the project in the amount of $401,063.00 was included in the FY 2015 Capital Improvement Program that was approved via Resolution No. R-2014-356 and is available in account number 42.4000.85309.536.006301.
It is necessary to amend the approved FY 2015 Capital Improvement Program and allocate additional funding in the amount of $185,000, as set forth in the attached Exhibit A.
