Staff Recommends: Approval of the Attached Resolution.

 

 

Explanation:

 

The Department of Fire Rescue and Beach Safety desires to purchase three (3) 2016 Advance Life Support (ALS) Rescue truck to replace older units.

 

Staff reviewed several different make and model ALS rescue vehicles.

 

The 2016 Horton model 623 ambulances on a 2016 Freightliner chassis was determined to meet the needs of the Fire Rescue Department in order to provide the advanced life support services as well as basic life support services for response, transport for standardization and compatibility.

 

The 2016 Horton model 623 ambulances on a 2016 Freightliner chassis was determined to meet the serviceability requirements of the Fire Rescue Departments fleet and effective and efficiently allow the departments Fleet Maintenance Division to provide a continuity of service and support to that fleet.

 

This ALS unit will replace a 2004 Freightliner M2 ALS Rescue unit with an excess of one hundred and eighty thousand (178,000) road miles currently being used as a frontline rescue response vehicle.

 

Acquiring the 2016 ALS Rescue vehicles will reduce the repair costs and mechanical downtime associated with having the three (3) new ALS Rescue in service.

 

The Florida Sheriffs Association awarded Bid Number 15-11-0116, titled Fire Rescue/EMS to Hall-Mark Fire Apparatus who was the lowest responsible bidder for the specific category.

 

Hall-Mark Fire Apparatus has agreed to provide the requested 2016 ALS Rescue vehicles to the City as listed in the Florida Sheriffs Association Bid Number 15-11-0116, under the same pricing, terms and conditions.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Fire Chief and the Director of Procurement Services  recommend that the City Commission approve the issuance of a purchase order to Hall-Mark Fire Apparatus for the purchase of three (3) 2016 ALS Rescue trucks in the estimated amount $870,885.00.

 

Funding will become available for the total cost of the Fire Rescue ALS vehicles as detailed in Exhibit 1.

 

Additional line item account will need to be established by the Department of Financial Services to monitor and track the expenditure of funds to obtain the requested Fire Rescue ALS vehicles.
