Staff Recommends: Approval of the Attached Resolution.
 
 
Explanation:
The Department of Parks, Recreation and Cultural Arts desires to retain a qualified firm to provide tutoring services for approximately five hundred (500) low income students during the Summer Camp and homework assistance for approximately seventy-five (75) low income students in Kindergarten through fifth grade at school aftercare.
 
Aftercare services will be available after school (Aftercare) during the school year, Monday through Thursday only, for approximately two (2) hours per day and summer camp services will also be available during regularly scheduled school year summer break, Monday through Thursday for approximately three (3) hours per day in accordance with the Broward County Public Schools annual school calendar.
 
Total hours of regular tutoring and homework assistance (Aftercare) will follow the regular school year calendar for scheduled school days from 4 P.M. to 6 P.M. for two (2) hours per day, Monday through Thursday at Kay Gaither Community Center located at 6291 Funston Street.
 
Total hours for Summer Camp Tutoring will follow the Broward County School break from June through August, Monday through Thursday, 9 A.M. to 12 P.M. for three (3) hours per day during the summer break of each year at McNicol Community Center located at 1411 South 28th Avenue, Washington Park Community Center, located at 5199 Pembroke Road, Dr. Martin Luther King Jr. Community Center located at 2400 Charleston Street, and Kay Gaither Community Center located at 6291 Funston Street.
 
On April 24, 2015, Request for Proposals (RFP) Number 4445-15-IS-B was electronically advertised via BidSync in accordance with the City's Purchasing Ordinance, Section 38.42(A).
 
The RFP provided for pricing to be submitted for the Summer Camp and Aftercare programs for City consideration.
 
RFP-4445-15-IS-B was opened at 3:00 p.m. on May 8, 2015, and resulted in the following three (3) responses:

            Parliament Ed Inc.
            Miami, FL
            
            ! Achieve Success
            Miami Shores, FL                                          
 
The RFP document's Selection Process required a review to score/rank the responsive proposals based upon the Evaluation Criteria (Qualifications of Firm, References, Cost of Services and Proof of Successfully Completed Similar Projects).
 
On May 13, 2015, the proposals were evaluated by a three (3) member committee representing the Parks, Recreation and Cultural Arts Department and Financial Services Department.
 
The three (3) responsive proposals received were evaluated on May 13, 2015, the scores were compiled to arrive at the following rankings, (highest score), first choice to third choice:
 
1.      Russell Life Skills & Reading Foundation, Inc.                              279      
2.      ! Achieve Success                                                       216      
3.      Parliament Ed Inc.                                                      178
 
The initial agreement term will expire September 30, 2016, the City, at its sole discretion, reserves the right to renew the agreement an additional one (1) year period from October 1, 2016 through August 31, 2017 under the same terms and conditions.
 
Award is subject to the City's receipt and approval of all insurance certificates required by the City's Risk Manager, and indemnity to the City, along with signed Statement of Hold Harmless and Indemnity in favor of the City; and
 
The maximum amount of grant funding provided to the City of Hollywood for the tutoring program is $69,120.00.
