Explanation:

This Interlocal Agreement (“ILA”) is between the City of Hollywood (“City”) and Broward County (“County”), pursuant to Section 163.01, Florida Statutes, to cooperate in the development of a City of Hollywood Public Art Master Plan. Approval of this item authorizes execution of an ILA with a not-to-exceed total of $49,999.00 for Broward County’s Cultural Division to develop a Public Art Master Plan in concert with the City.

 

The agreement includes an indemnification provision whereby the City agrees to indemnify, hold harmless, and defend the County to the greatest extent permitted under Florida law. As this represents an indemnification obligation by the City for another governmental entity, the agreement is being brought forward to the City Commission for approval in accordance with City policy.

 

Approval of this ILA will enable the City to develop a comprehensive Public Art Master Plan that aligns Commission priorities with transparent and strategic use of Public Art Funds, strengthens placemaking outcomes, enhances neighborhood character, and supports Hollywood’s long-term vision for a high-quality public realm.

 

While the Broward County Cultural Services Division brings significant expertise and a proven track record in delivering public art master plans for municipalities throughout the County, it is important to clarify the delineation of responsibilities under the proposed ILA. Due to the City’s desire to advance the Public Art Master Plan on an accelerated timeline, City staff within the Planning and Urban Design Division will assume responsibility for several aspects of plan development beyond overall project coordination. Notably, substantial components of community engagement, stakeholder outreach, and internal coordination will be led by City staff and are not included within the County’s scope of work, along with other supporting tasks necessary to ensure timely delivery and alignment with City priorities.

 

BACKGROUND

The City of Hollywood has experienced continued growth, reinvestment, and redevelopment across multiple districts and neighborhoods. As the City evolves, there is a need for a cohesive, Citywide framework to ensure that public art is intentional, equitable, and meaningfully integrated into the public realm. A Public Art Master Plan serves as a critical policy and implementation tool to guide how public art contributes to neighborhood identity, placemaking, economic vitality, and overall quality of life, while aligning with the priorities and policy direction of the City Commission.

 

The Master Plan will establish a clear, strategic vision for public art across the City and provide a consistent framework to guide both public and private investment in a manner that supports adopted City policies and long-term planning objectives.

 

In addition to defining a vision for placemaking and design integration, the Public Art Master Plan will establish a transparent and strategic approach to administering the City’s Public Art Funds. The Plan is intended to move the City away from a reactive or project-by-project approach toward a coordinated strategy that improves predictability, accountability, and public understanding of how public art investments are prioritized and implemented.

 

The Master Plan will support alignment between public art, land use planning, urban design, and capital investments, providing clarity to developers, artists, and decision-makers while reinforcing Hollywood’s identity as a vibrant, culturally rich City.

Funding for this interlocal agreement is available in the FY 2026 Operating Budget in account number 001.140401.51500.631170.000000.000.000
