Explanation:
The City operates the Wastewater System which consists of wastewater collection/transmission system, 88 sewer lift stations, the reuse supply system within the City’s corporate limits and the Southern Regional Wastewater Treatment Plant. The Department of Public Utilities has the responsibility for planning, regulating, designing, constructing, operating and maintaining this wastewater system. An updated Wastewater Master Plan is necessary to most effectively fulfill the City’s responsibilities, comply with regulatory programs at various levels (federal, state, county and local), provide a high level of service to its residents, accommodate growth and economic development, and protect public health, safety and the environment.
On October 7, 2020, the City Commission passed and adopted Resolution No. R-2020-252 authorizing the appropriate City officials to negotiate an agreement with the highest ranked firm, Hazen and Sawyer, P.C. to provide Professional Engineering Services related to updating the Wastewater Master Plan to be considered by the City Commission at a later date. Department of Public Utilities staff requested a proposal from Hazen and Sawyer, P.C. and negotiated the attached agreement.
The total cost of the Wastewater Master Plan is $3,295,477.00 and it will be completed in two phases. The fee for Phase I of the Wastewater Master Plan is in the lump sum amount of $1,490,619.00. Phase I of the Wastewater Master Plan consists of the following tasks: project initiation, hydraulic model update and force main system calibration, estimation of future demands and review of available planning data, system supply evaluation and facility condition assessment. Phase II of the Wastewater Master Plan will conduct tasks of system vulnerability and criticality assessment, capital improvements program, workshop assistance, calibration of full wastewater model, and regulatory considerations.
The Department of Public Utilities staff recommends that the City Commission approve and authorize the appropriate City officials to execute the attached agreement with Hazen and Sawyer, P.C. for Phase I of the Wastewater Master Plan in the lump sum amount of $1,490,619.00. Phase II will be presented to the City Commission for approval in FY 2022 in the amount of $1,804,858.00.
Upon authorization from the City Commission, Phase I of the project will be completed in 12 months from the date of the Notice to Proceed.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.

Funding for this project was included in the Amended FY2021 Capital Improvement Plan, and is available in account number 442.409903.53600.531300.000731.000.000.
