The General Obligation Bond Oversight Advisory Committee (“GOBAC”) was established by the City Commission on December 5, 2018, per Resolution R-2018-389, to monitor the implementation of the projects funded by the General Obligation Bond and make recommendations to the City Commission, in consultation with City staff.
The GOBAC resolution allows for a total of 15 members appointed by the City Commission with each member serving a three-year term. The 15 members shall comprise of eight members representing neighborhoods and civic associations, with one member representing each of the six Commission districts and two at-large members, and seven members representing Architect, Engineer, Construction Industry, Sports League/Recreation, Chamber of Commerce, Finance Industry and Student. All members shall be residents of the City of Hollywood and no more than three members may be from each district.
There are a total of 11 positions filled and four vacancies. The term of all current members of the Committee will expire on June 30, 2025.
Current members are:
1) Louis Birdman (District 1, Architect Category)
2) Nicholas Danu (District 3, Engineer Category)
3) Molly Taylor (District 5, Sports League/Recreation Category)
4) Clive Taylor (District 1, Chamber of Commerce Category)
5) Lynn Smith (District 2)

11) Alex Recio (District 3, At Large)
The following categories are vacant:
1) Construction Industry Category
2) Student Category
3) District 4 Representation
4) At-Large Representations
The City Clerk provided notice to the public that positions were available and solicited interest forms from the community to fill the current positions.
It is recommended that the City should not seek to fill the vacant seats given the GOB-funded projects are close to completion, and the duties of the GOBAC will be fulfilled in 2026.
In consultation with the City’s legal department, current Committee members, whose terms will expire on June 30, 2025, would not be required to apply for reappointment to their seats, but would be appointed based on their interest in continuing to serve for another term.
Fiscal Impact:
There is no fiscal impact because these are Committee appointments.
